Mayor Klausing concurred that a discussion and policy ramifications needed to be considered, as a separate discussion. Mayor Klausing further concurred that the appointment not be politically motivated, and should be a City Council decision. Roll Call Ayes: Roe; Pust; Ihlan and Klausing. Nays: Kough. Mayor Klausing directed staff, at the upcoming Study Session, to include discussion of the Acting Mayor appointment, in context and as part of the broader operations and expectations discussion requested by Councilmember Roe. Councilmember Pust noted that, under statute, while the appointment needed to be made at tonight's meeting, following a policy discussion there was nothing in the statue preventing changing the Acting Mayor. 3.1 Approve Mayor's Appointment of Dean Maschka to the Housing and Redevelopment Authority (HRA) Councilmember Kough opined the need to open applications to the public for openings on any board or committee. Councilmember Kough observed that the proposed appointment was for a five year term; and reiterated the need to adhere to established policy for applications and interviews. Mayor Klausing noted that the rationale for appointing Mr. Maschka was to solicit his continued service as a citizen member to the HRA, following the expiration of his service as Councilmember and appointment to the HRA in that capacity. Mayor Klausing concurred that, as other vacancies occur, the application and interview process be followed. Mayor Klausing noted the advantages with Councilmember Pust serving as Council representative on the HRA and Mr. Maschka's vast experience serving the City and his interest in housing, allowing the City Council Mayor's Appointment of Dean Maschka to HRA
