<br />City Council Regular Meeting - 01/08/07 <br />Minutes - Page 23 <br /> <br />on the table. <br /> <br />Councilmember Ihlan registered a point of order concern and <br />appealed to the Council majority for a ruling. <br /> <br />The appeal of Councilmember Ihlan was upheld by Council <br />majority on a four/one (Klausing) vote and Mayor Klausing <br />yielded the floor the Councilmember Ihlan. <br /> <br />Councilmember Ihlan proposed language reVISIOns to the <br />proposed ordinance as follows, substituting the City <br />Attorney's revised draft as a friendly amendment: <br />· Section 2 entitled. "Subdivision Ordinance." changed to <br />read: <br />"The Roseville City Council hereby adopts a moratorium, <br />pursuant to Minnesota Statute, Section 462.355, Subd. 4, on <br />the receipt and processing of [llll" ]J8f1tlbrg] or future <br />requests for subdivisions of lots zoned R-1 single family <br />residential, whether these take the form of requests from <br />minor subdivision approval, major subdivision approval, <br />subdivisions involved in planned unit developments, any <br />replatting or recombination or changing of lot lines, or any <br />other action which otherwise creates one or more new lots, <br />with the boundaries of the City of Roseville. " <br />· Section 3 entitled. "Duration of Moratorium." changed to <br />read... "not to exceed six (6) months." rather than one (1) <br />year from effective date. <br />· Section 4 entitled. AND <br />· Incorporating language as an additional paragraph to <br />Section 3, as per the staff report dated January 8, 2006, <br />Section 3.2,asfollows: <br />The City Council will consider practical changes to the City <br />code as it relates to such splits, includinfl. but not limited to: <br />· Minimum dimensions of a single-family lot in an area <br />unaffected by lake shore regulations shall be 85 feet in <br />width and 11,000 square feet in area UNLESS the <br />average dimensions of single-family residential lots within <br />
