Roseviile Charter Commission <br />Roseville City Hail Council Chambers <br />Minutes of Meeting of August 15, 2001 <br />Call to Order/Roll Call The meeting was called to order by Chair, Vicky Lorenz. Robert Bell, absent; <br />all oEhers present. <br />II. A roval of Minutes The minutes of the August 2, 20Q1, meeting were approved as printed. <br />III. Public Conatxient No one appeared for the public comment period. <br />N. Finalization of Proposed Charter/Charter Si�natures/Future To-Do List <br />5.08 Mandatory Referenduins Upon the sugg�stion of Marilyn Silvis, the language of this section was <br />changed frotn two sentences to three. It now reads as follows: Any proposed expenditure of funds in <br />excess af three million ($3,000,000) dollars, not including interest, of local property tax dollaxs which <br />involves community facilities, all as determined by the city manager, shall be brought to the <br />com�nunity in the form of a referendum. The $3,QOO,Q00 figure shall be adjusted annually for <br />inflation by reference to the Consumer Price �ndex {CPn as of January 1. This section shall not apply <br />to projects financed by partial or full assessments against real property or to redevelopment projects <br />financed by tax increments. <br />Motion by Jack Brewer to adopt the following staternent to adopt the documcnt, as amended, as the <br />final document: That the Roseville Charter Commission, <br />1) adop# the document entitled Druft Proposed Home Rule Charter far the City of Roseville, <br />Minnesota, as ofAugust 2, 2001, as amended on August 15, 2001, "as the propased charter <br />made, prepazed and framed by the Commission pursuant to Minn. Stat. � 410.Q7; <br />2) certify said document by the signatures of at least a majonity of its mernbers; and <br />3) deliver said document to Neal Beets, the city manager of RoseviIle, to be submitted to the <br />qualified voters of the city by the city council pursuant to Minn. Stat. § 410.10, it being the <br />intention of the Commissian that the proposed cl�arter will be on the ballat of the general <br />election to be held in the city on November b, 2001, <br />Motion was approved. Lorenz, Riach, Sobola, nay; all others aye. The chair will submit the <br />document, as amended, to the city rnanager. The city manager is responsible for publication in the <br />official newspaper as required by law. <br />Three copies of the document were circulated for signatures, receiving a majority of five signatures: <br />Jack Brewer, Patricia Johnson, Marilyr� Silvis, Elwyn Sands, Phillip Crump. <br />Discussion of the role of the Charter Commission p�rior to the election included possible <br />interpretations of the open rneeting law. Tentative conclusion was that any public meeting at which <br />the proposed charter wilI be discussed and at which commission members are attendees must have a <br />public notice. In other situations members may speak on the charter if they make it clear they are <br />speaking for themselves and nol for �he Commission. <br />Page 1 oi2 <br />
