Roseville Charter Commission Raseville City Hall Council Chambers Minutes of Meeting of January 17, 2001 Call to Order/Roll Call The meeting was called to order by chair Vicky Lorenz at b30 p.m. Absent: Craig Klausing. Patricia 7ohnson was called away later in the meeting. II. A roval of Minutes The Secretary called attention to two minor changes. The minutes were then approved. III. Ethics Code Prior to this meeting all members of fihe Commission received a disclosure form as required of all city commission mexnbers by the ethics code adopted by the City Council. Two other questions were answered: Has everyone received the annual report? Yes. Has everyane received the revision to the By- laws? Not yet. A computer problem remains to be solved. IV. �'ublic Comment No one appeared for the public comment section. V. Revisit Fzevious Sections and Begin Discussion of Chapter 5, Initiative and Referendum 2.03 Council Composition and Election New language for this section was presented by the subcommittee. Changes suggested to the new language aze as follows: Paragraph 1, line 4, insert after held, concurrently with or; delete the last paragraph. Motion by Sands to adopt with the changes suggested, passed unanimously. This scctiQn now reads: The Council shall be composed of a mayor and four council persons who shall be qualified electors and who shall be elected at large. Each council member shall serve for a term of four years and until his or her successor is elected and qualifies, except that at the first electior� held concurrently with or after the adoption of this charter, the huo candidates having the highest number o� votes shall serve for four years and the other successful candidate shall serve for two years. The mayor shall serve for a term of four years and until his or her successor is elected and qualifies. 2.05 Vacancies The new language developed far this section by the subcommittee is much longer than the section in the model charter — Additions include Section 2.OSa Procedures to Fill Council Vacancies b Special Election, and 2.OSb, Procedures to Fill Council Vacancies b Council A ointment. Sub-section 2.OSb contains six subcategories. The following changes were suggested: 2.05 Vacancies Line 6, change may to shall,- Line 7, delete act and substitute make the appointment_ Line 8, delete a special election shall be called by the city mana�er to fill the vacancy, and substitute the mayor shall fill the vacancy from the list of qualified applicants. Motion by Sands to adopt 2.05 with these changes was approved unanimously. 2.05a, Procedures to Fill Council Vacancies by Special Election Lines 1-3, delete or if the unexpired tertn of the council vacancy is less than one year and the council fails to filI the vacancy throu�h the appointrnent process. Line 4, change council ta city manager. Deleie the last sentence. Motion by Brewer to adopt 2_OSa with the cha.nges suggested, passed unanimously. 2.OSb, Procedures to Fill Council Vacancies by CounciI Appointment Subcategory 1, Line 3, change declared to occurrences of the. Subcategory 2, Line 2, change declared to occurrence of the. Subcategory 3, change declared vacanc to occurrence of the vacancy. Subcategory 5, delete in its entirety. Rcnumber subcategory 6 to subcategory 5. Motion by Brewer to adopt 205.b with thcse changes, passcd unanimously. Because of the length of Section 2.05, with its subsectior�s, th� fu1l te� as a�nended appears zn its entirety as Attachment 1 to the minuEes. 2.07 Council Salary Review Commission New language for tl�is section was submitted by Ron Riach.
