Roseville Charter Commissian <br />Annual Report--2Q00 <br />The Honorable Lawrence Cohen November 15, 2000 <br />Chief Judge, Second Judicial bistrict <br />Ramsey County Courthouse <br />15 Kellog Boulevard <br />St. Paul, MN 55102 <br />Re: Roseville Charter Commission <br />Annual Report, 20Q0 <br />Honorable Judge Cohen: <br />During the year 2000 the Roseville Charter Commission continued <br />its s�udy of charter issues, voted ta develop a cha�ter and <br />began the process of developing a charter to submit to the <br />citizens of Roseville. <br />In March we developed a schedule of pzoposed topics and invi�ed <br />a large number oi community organi�ations to present their <br />views. Since our m�eting in January we have listene� to and <br />questioned Roseville cztizens, representatives of the League <br />of Women Voters, curren� and previous Roseville City Council <br />members, Rosevilze cz�y staff inembers, representatives from <br />other char�er commissions, staff inembers from metro-area <br />charter cities and a representa��ve from the League of Minnesota <br />Cities. <br />A� the August m�eting a majority of Commission members voted <br />to develop a charter. Our Septemeber meeting was devoted to <br />organizing this effort. We are using the League of Minnesota <br />Cities Mode1 Charter as a guide, with the goal of covering <br />not more than three chapters per meeting. Judging by the <br />results of the October meetzng, this goal �ill not b2 hard <br />to reach. <br />At the October meeting we passed a resolution to dispense with <br />the December meeting.
