L.AND AND BUILDING ACQUISITIONS (OR DISPOSITIONS) <br />Shall be put to a vote o� citizens and approved before being included in the financial <br />plans of the city. <br />Equipment, {fire trucks, etc.) shall not be subject to a vote. Most of the time these items <br />will have accumulated depreciation and fund reserves available for their replacement. <br />New items will be budge#ed in the annual budget. <br />2. PROFESSIONAL SERVICES TO BE SUBJECT TO COMPETITIVE BIDDING. <br />At present contracts for personal services are not included in the statutory rec}uirements <br />relating to purchases of hard goods. I believe they should also be subject to the rules for <br />competitive bidding (Possible exception: City Attorney). <br />3. TAX INCREMENT FINANCING RESTRICTIONS: <br />--Place cut�ent policies in charter for permanency: <br />-Max of 12 years tax increments subsidies for any praject. <br />-Use pay-as-you-go financing. <br />--T.I.F. funds shall be used exclusively for commercial and housing development. <br />where City demonstrates the development couldn't occur without <br />TIF and will self-finance within 12 years. <br />--Rest,rrict "paoling" of funds among TIF distr[cts to (1} paying off TIF debt, or <br />{2) cleaning up polluted land in another TIF district that is financially unable <br />to pay for the clean-up. <br />
