(See appendix C <br />for details.) <br />Policy lmp��cafions <br />Several key recycling and solid waste management policy questions are raised vvithin the Ciiy <br />of Roseville's pilot collection study and this znemo. <br />Role of the Ci#ies in Minimizimg Disposal of Materials Collected for Recycling - Each <br />lacal municipality has some role in assuring the materials collected for recycling by its <br />contractor are indecd recycled to the maximuxn extent feasil�le. The negativc public re�ations <br />caused by materials twnecessarily disposed as waste are a major threat to the residents' trust <br />that is essential in continuously encouraging, maintaining, and improving participation in <br />municipal recycling pro�anas. This is true regardless of collection rr�ethod (i.e., dual stream <br />vs. single strearn). <br />There are a variety of optional procedures that a city can implement to ma�cimize recycling <br />and minimize unnecessary disposal of materials collected. These options may not be <br />mutually exclusive and include: <br />■ Tacitly encourage the contractar to �naximize recycling. <br />■ Work to provide clear, consistent city-publis�ed public education tools as to <br />materials to be included for recycling and excluded (non targeted materials). <br />■ During recycling service procurement (e.g., duritlg development of request for <br />proposals and contract negotiations, etc.): <br />• Adopt clear definitians of terms, including "targeted materials", "non-targeted <br />materials", and "proccssing residuals"; <br />• Specify public education toois to be provided by the contractor and require that <br />the ciry approve the education materials hefore they aire distributed; <br />� Consciously decide if the contractor sha11 grovide a truck-side quality <br />inspection function (i.e., wiIl materials be rejected by the collection crew and <br />edncation tags Ieft uz the curbside bin); <br />• Specify a m�imum processing residuals zate and an agreed npon measurement <br />scheme for oblectivcly monatoring this rate; and/or <br />• Specify a liquidated damage charge to be imposed on the contractor if tbe <br />maximum pzocessing residual rate is exceeded. <br />O1-00253-10101-0101 � 070001 � 13500 P:\F3500 Ramscy Co. 20031RTA�Rosevi11e1FA1DraftResidualsMemo042805.dce DRAFT <br />
