Role of the Ci#ies in Minimizimg Disposal of Materials Collected for Recycling - Each lacal municipality has some role in assuring the materials collected for recycling by its contractor are indecd recycled to the maximuxn extent feasil�le. The negativc public re�ations caused by materials twnecessarily disposed as waste are a major threat to the residents' trust that is essential in continuously encouraging, maintaining, and improving participation in municipal recycling pro�anas. This is true regardless of collection rr�ethod (i.e., dual stream vs. single strearn). There are a variety of optional procedures that a city can implement to ma�cimize recycling and minimize unnecessary disposal of materials collected. These options may not be mutually exclusive and include: ■ Tacitly encourage the contractar to �naximize recycling. ■ Work to provide clear, consistent city-publis�ed public education tools as to materials to be included for recycling and excluded (non targeted materials). ■ During recycling service procurement (e.g., duritlg development of request for proposals and contract negotiations, etc.): • Adopt clear definitians of terms, including "targeted materials", "non-targeted materials", and "proccssing residuals"; • Specify public education toois to be provided by the contractor and require that the ciry approve the education materials hefore they aire distributed; � Consciously decide if the contractor sha11 grovide a truck-side quality inspection function (i.e., wiIl materials be rejected by the collection crew and edncation tags Ieft uz the curbside bin); • Specify a m�imum processing residuals zate and an agreed npon measurement scheme for oblectivcly monatoring this rate; and/or • Specify a liquidated damage charge to be imposed on the contractor if tbe maximum pzocessing residual rate is exceeded.
