Demographics
Roseville is an inner ring suburb with an aging population. According to data from the 2000 census, the
median age is 41, the fourth highest among Metro area municipalities with more than 10,000 in population.
Thirty percent of Roseville's population is over the age of 55 (20% over age 65). Roseville has the second
highest percentage of people age 65+ among metro municipalities with more than 10,000 in population.
Roseville had nearly four times the percentage growth in residents over age 75 as Ramsey County and the
Me#ro area.
As Roseville residents age they remain living in their owt hozxes. Roseville has the 5 highest proportion of
householders age 65 or older (13.8b%). The senior population is also mostly female. Sixty-one percent of
Roseville residents over age 65 are women. According to a 2002 study this trend is forecast to continue.
And by 2020 empty nesters and seniors may account for more than half of all households in Roseville (City
of Roseville, Minnesota: 2002 Demographic Change Report; Excensus Community Demogtaphics
htt//www.ci.roseville.mr.us/development/index.htm).
Roseville's total population figure has remained fairly stable since 1970. It was 34,439 in 1970 compared to
33,690 in 2000. Projectaons indicate a moderate growth rate through the year 2020 when Roscville wi11 have
37,000 residenis.
There is a small, but growing proportion of residents of coior in Roseville. The two largest minonity graups
are "Asian Americans" af 4.9% of the population and "African American" at 2.8°/a of the total in 2Q00
compared to 2.6% and 1.6% respectively in 1990. Hispanic is an ethnic not a race category since they can
crossover several race categories. The total Hispanic population was 2.0% of the total in 1990 and in 2000.
The 1990 Census did not track population by country of origin as was done in 2000. The 000 Census lists
the ?•ar.g as the top five sbatgris For Asian Acs in Rose?lle: `hnPsP ( .?%), Asian Indian
(1 %), Vietnamese (0."1%), Korean (0.6%} and Hm.ong (Q.36%). For those of Hispanic ethnicity the majority
identify themselves as of Mexican heritage (1.2°/a of Roseville's population). Amost a11 the rest are divided
among Central and South American countries of heritage or list no sub classification.
The percentage of residents who speak a language o#her than Englzsh in their home grew to 9.4%. The
laxgest category of language was "Asian and Pacific Island languages" at 4.0%. And morc residents do not
speak English well. This rose from 1.7% in the 1990 Census ta 2.9% in the 2000 Census, Most of these
residents (1.6%) identxfied their primarily language as "Asian and Pacific Island languages."
Responses to Demographc Changes
Roseville has recognized the changing needs of its aging population and developed programs to mee# those
needs. For instance with recycling the City has begun publicizing free walk up sezvice provided to residents
who register for the service. Currently 92 hoseholds hae signed up --- about 1% of homes in the curbside
program.
Roseville has few programs designed to reach out to residents of color. However, the City may be able to
share resources by working with Ramsey County on recycling and waste reduciion educational initiatives for
minority groups. In the County's latest Solid Waste Master Plan it lisis that it "will develop culturally
sensitive and effective methods of communicating environmental and health-related messages to major
cultural groups in Ra►nsey County." And that it will share those initiahves with municipalities.
5
