Call to Order <br />1 <br />Chair Daniel Boerigter called to order the regular meeting of the Planning Commission meeting at <br />2 <br />approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair Daniel Boerigter; and Members Joe Wozniak; John Gisselquist; <br />6 <br />Jeff Lester; Michael Boguszewski; and Peter Strohmeier <br />7 <br />Members Absent: Member Glenn Cook <br />8 <br />Staff Present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd; and City <br />9 <br />Engineer Debra Bloom. City Attorney Mark Gaughan was also present. <br />10 <br />3. Review of Minutes <br />11 <br />MOTION <br />12 <br />Member Boerigter moved, seconded by Member Gisselquist to approve regular meeting <br />13 <br />minutes of November 2, 2011 as presented. <br />14 <br />Ayes: 6 <br />15 <br />Nays: 0 <br />16 <br />Motion carried. <br />17 <br />4. Public Hearings <br />23 <br />Chair Boerigter reviewed the purpose and process for public hearings held before the Planning <br />24 <br />Commission. <br />25 <br />a. PLANNING FILE 12-001 <br />26 <br />Request by Wal-Mart Stores, Inc. for approval of a PRELIMINARY PLAT of the land <br />27 <br />area bounded by County Road C, Cleveland Avenue, Twin Lakes Parkway, and <br />28 <br />Prior Avenue <br />29 <br />Chair Boerigter opened the Public Hearing at 6:35 p.m. <br />30 <br />Associate Planner Bryan Lloyd summarized the request of Wal-Mart Stores, Inc. in <br />31 <br />conjunction with Roseville Properties, owner of the subject property, seeking approval of <br />32 <br />a PRELIMINARY PLAT of the land area as identified and detailed in the staff report, and <br />33 <br />creating three (3) lots. <br />34 <br />Mr. Lloyd advised that the request also included the transfer of ownership of a small <br />35 <br />portion of City-owned land adjacent to the Mount Ridge Road roundabout. Mr. Lloyd <br />36 <br />clarified that this request for a disposal of land by the City, was NOT a Vacation request, <br />37 <br />per se; but in lieu of a public hearing, and in accordance with State Statute, the Planning <br />38 <br />Commission must review the proposed disposal of land and determine whether it would <br />39 <br />be consistent with the Comprehensive Plan. <br />40 <br />Staff recommended approval of the proposed PRELIMINARY PLAT of the land area <br />41 <br />bounded by County Road C, Cleveland Avenue, Twin Lakes Parkway, and Prior Avenue; <br />42 <br />along with the recommendation that the Commission determine that the proposed <br />43 <br />transfer of ownership of land area specified in the Preliminary Plat is in compliance with <br />44 <br /> <br />
