Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes - Wednesday, March 07, 2012 1. Call to Order 1 Vice Chair John Gisselquist called to order the regular meeting of the Planning Commission 2 meeting at approximately 6:30 p.m. and reviewed the role and purpose of the Planning 3 Commission. 4 2. Roll Call & Introductions 5 City Planner Thomas Paschke called the Roll. 6 Members Present: Vice Chair John Gisselquist; and Members Joe Wozniak; Jeff Lester; and 7 Michael Boguszewski 8 Members Excused: Chair Daniel Boerigter; and Member Peter Strohmeier 9 Member Absent: Member Glenn Cook 10 Staff Present: City Planner Thomas Paschke 11 3. Review of Minutes 12 MOTION 13 Member Boguszewski moved, seconded by Member Wozniak to approve regular meeting 14 minutes of February 1, 2012 as presented. 15 Ayes: 4 16 Nays: 0 17 Motion carried. 18 4. From the Commission or Staff 22 Wal-Mart Status Update 23 At the request of Member Wozniak, City Planner Thomas Paschke provided an update 24 on the status of the Wal-Mart land use proposal, based on recent e-mails and 25 misinformation of media reports since the Planning Commission last met. 26 Mr. Paschke reviewed the action of the Planning Commission at their February 1, 2012 27 meeting recommending approval of the Preliminary Plat to the City Council, and the 28 Commission’s determination that the proposed transfer of ownership of the land area 29 specified in the Preliminary Plat was in compliance with the 2030 Comprehensive Plan. 30 Mr. Paschke noted that this approval was conditioned on additional work and 31 negotiations between the developer and the City of Roseville’s Engineering Department 32 staff before the Final Plat could be processes. 33 Mr. Paschke noted that one component of the Planning Commission’s recommendation 34 and support of the Preliminary Plat was to direct staff to engage with the developer and 35 property owner(s) on a Development Agreement that would be tied to the new overlay 36 district as it related to transportation infrastructure and environmental components. 37 While the original date City Council review of the Wal-Mart Preliminary Plat was 38 scheduled tentatively for February 27, 2012, Mr. Paschke advised that there was still 39 work going on by the property owner and Wal-Mart’s corporate office on the right-of-way, 40 and yet to be approved at the administrative level before proceeding. Therefore, Mr. 41 Paschke advised that the applicant had requested an extension in the review prior to 42 complete those items. Mr. Paschke noted that the application process was no different 43 than any other private developer application process; and anticipated that the proposal 44 may be finalized and ready for a City Council agenda in late March or early April. 45
