Call to Order <br />1 <br />Vice Chair John Gisselquist called to order the regular meeting of the Planning Commission <br />2 <br />meeting at approximately 6:30 p.m. and reviewed the role and purpose of the Planning <br />3 <br />Commission. <br />4 <br />2. Roll Call & Introductions <br />5 <br />City Planner Thomas Paschke called the Roll. <br />6 <br />Members Present: <br /> Vice Chair John Gisselquist; and Members Joe Wozniak; Jeff Lester; and <br />7 <br />Michael Boguszewski <br />8 <br />Members Excused: <br /> Chair Daniel Boerigter; and Member Peter Strohmeier <br />9 <br />Member Absent: <br /> Member Glenn Cook <br />10 <br />Staff Present: <br /> City Planner Thomas Paschke <br />11 <br />3. Review of Minutes <br />12 <br />MOTION <br />13 <br />Member Boguszewski moved, seconded by Member Wozniak to approve regular meeting <br />14 <br />minutes of February 1, 2012 as presented. <br />15 <br />Ayes: 4 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />4. Communications and Recognitions: <br />19 <br />a. From the Public (Public Comment on items not on the agenda) <br />20 <br />None <br />21 <br />b. From the Commission or Staff <br />22 <br />Wal-Mart Status Update <br />23 <br />At the request of Member Wozniak, City Planner Thomas Paschke provided an update <br />24 <br />on the status of the Wal-Mart land use proposal, based on recent e-mails and <br />25 <br />misinformation of media reports since the Planning Commission last met. <br />26 <br />Mr. Paschke reviewed the action of the Planning Commission at their February 1, 2012 <br />27 <br />meeting recommending approval of the Preliminary Plat to the City Council, and the <br />28 <br />Commission’s determination that the proposed transfer of ownership of the land area <br />29 <br />specified in the Preliminary Plat was in compliance with the 2030 Comprehensive Plan. <br />30 <br />Mr. Paschke noted that this approval was conditioned on additional work and <br />31 <br />negotiations between the developer and the City of Roseville’s Engineering Department <br />32 <br />staff before the Final Plat could be processes. <br />33 <br />Mr. Paschke noted that one component of the Planning Commission’s recommendation <br />34 <br />and support of the Preliminary Plat was to direct staff to engage with the developer and <br />35 <br />property owner(s) on a Development Agreement that would be tied to the new overlay <br />36 <br />district as it related to transportation infrastructure and environmental components. <br />37 <br />While the original date City Council review of the Wal-Mart Preliminary Plat was <br />38 <br />scheduled tentatively for February 27, 2012, Mr. Paschke advised that there was still <br />39 <br />work going on by the property owner and Wal-Mart’s corporate office on the right-of-way, <br />40 <br />and yet to be approved at the administrative level before proceeding. Therefore, Mr. <br />41 <br />Paschke advised that the applicant had requested an extension in the review prior to <br />42 <br />complete those items. Mr. Paschke noted that the application process was no different <br />43 <br />than any other private developer application process; and anticipated that the proposal <br />44 <br />may be finalized and ready for a City Council agenda in late March or early April. <br />45 <br /> <br />
