REQUEST FOR COUNCIL ACTION <br /> Date: 6/11/12 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Supporting the Environmental Assistance Grant <br />Application for Villa Park Wetland Restoration Project <br />B: <br />ACKGROUND <br />1 <br />On May 14, 2012, the Minnesota Pollution Control Agency issued a Request for Proposals (RFP) to <br />2 <br />solicit projects for the FY2012-2013 Environmental Assistance Grants. Focus area 1C of the grant <br />3 <br />program is for removal of Polycyclic Aromatic Hydrocarbon (PAH) contaminated sediments from <br />4 <br />stormwater ponds. Approximately $187,000 is available in focus area 1C. The maximum request is <br />5 <br />$100,000, a 50% local match is required, and a local ordinance banning coal tar based sealer <br />6 <br />products is required. The City of Roseville is eligible to apply for these grant dollars. <br />7 <br />Over the last two years City staff has been working with Capitol Region Watershed District <br />8 <br />(CRWD) on identifying the scope for a maintenance project in the Villa Park Wetlands. Capitol <br />9 <br />Region Watershed District Board of Managers adopted the Villa Park Wetland Restoration Project <br />10 <br />Preliminary Design Report on May 2, 2012. The project calls for the removal of ~20,000 cubic <br />11 <br />yards of Polycyclic Aromatic Hydrocarbon (PAH) contaminated sediments via hydraulic dredging <br />12 <br />and geotextile tube dewatering.
