REQUEST FOR COUNCIL ACTION <br /> Date: 06/11/12 <br /> Item No.: 7.e <br />Department Approval City Manager Approval <br />Item Description: Order Feasibility Report and Approve an Agreement between the City of <br />Shoreview and the City of Roseville for the County Road D Reconstruction <br />Project <br />B <br />ACKGROUND <br />1 <br />Staff is requesting the Council to authorize the preparation of a feasibility report for the reconstruction <br />2 <br />of County Road D, between Lexington Avenue and Victoria Street, as part of the 2013 Pavement <br />3 <br />Management Program. This project is a continuation of our ongoing Pavement Management Program. <br />4 <br />The City's Pavement Management Program (PMP) began in 1986. Initially the emphasis was on <br />5 <br />reconstruction of temporary pavements in poor condition throughout the city. After the majority of <br />6 <br />pavements with poor condition ratings were reconstructed the focus shifted to major maintenance <br />7 <br />projects including mill, overlay, crack sealing and seal coat treatments. <br />8 <br />While the majority of City streets are constructed to City standards with concrete curb and gutter, we <br />9 <br />still have two County turn back roads to bring up to City standards (Cty Rd. D. between Victoria St. and <br />10 <br />Lexington Ave., and Victoria St. between Cty Rd B and Larpenteur Ave.) Staff is recommending that <br />11 <br />the 2013 program include the reconstruction of County Road D between Lexington Avenue and Victoria <br />12 <br />Street. <br />13 <br />County Road D is a border street and the ownership of this road is split at the centerline between the <br />14 <br />City of Shoreview and City of Roseville. It is in the best interest of the residents of each city to <br />15 <br />undertake the reconstruction project in a cooperative fashion. The goal of each city is to provide for a <br />16 <br />coordinated cost effective completion of this project. In 2001, the City of Roseville took the lead on the <br />17 <br />reconstruction of W. Owasso Blvd. As a result, the City of Shoreview has offered to take the lead on <br />18 <br />this project. They will provide engineering services including design, contract administration and <br />19 <br />construction management. <br />20 <br />To develop this project, City Staff will work with residents, the City of Shoreview, the watershed <br />21 <br />district, Ramsey County, and private utilities to develop a design for this new road. <br />22 <br />Since a portion of the project is proposed to be assessed, we need to follow the Chapter 429 process. <br />23 <br />This information will be incorporated into a feasibility report that will be presented to the Council in <br />24 <br />December. Public hearings regarding this project would be held in January 2013. <br />25 <br />PO <br />OLICYBJECTIVE <br />26 <br />It has been the City’s policy to manage and maintain the street infrastructure utilizing pavement <br />27 <br />management policies which achieve the lowest overall cost to the City over time. This reconstruction <br />28 <br />project is consistent with those goals. <br />29 <br />The City strives to cooperate with adjacent cities for mutual benefit whenever possible. A street <br />30 <br />reconstruction agreement is necessary to detail the terms and responsibilities of this cooperative project. <br />31 <br /> This agreement will essentially split the costs for the project between the two cities and allow for <br />32 <br />Page 1 of 2 <br /> <br />
