<br />117'; i V'; <br />"'< ,) <br /> <br />THE lJI':MISjj: Ole THE ROSEVILLE CHAJ-tTER COMMISSION <br />A Brief History by Al S""ds <br />JlmmUl' 22, 200'7 <br /> <br />The Roseville Charter Con1n1.issiol1 was created in A.ugust, 1999.~ after a group of <br />Rosevilk Citizens, including myself, petitioned their fellow Roseville residents and <br />obtained the required 800 or so voter signatures necessary to require the Chief Judge of <br />Rarnsey County to create a Rosevil1e Charter COllTtnission and appoint 9 rD.elnbers, as <br />requested by RoseviHe petitioners. Judge Cohen was the presiding judge at that time. <br /> <br />Over the next several years the commission prepared two charters and presented <br />them to ih" vOt"fS, providing for lnitiativ" and R"ferendum. In 2001, t.he vot.ers voted <br />iJgaim!t the proposed charter by 59% to 41 %. Confident that we'd have better luck in an <br />even nU.mbered yem', when more voters vot.e in statewide elections, we presented another <br />chm"ler in November, 2002. That. one failed by all evml worse margin, 63% again;;t. <br />That was t.he last charter proposal presented to RosevilIe voters. <br /> <br />There was huge opposition to a charter from several civic groups. In particular, <br />Ed Burrell, a popular former finance dil'ector of Roseville for over 15 years who had been <br />recently defeated in hi.s bid to City Council by Tom Kough, led a strong and tough fight <br />against having a charter, t.ogether with the Roseville Citizens for Responsive and Open <br />GoVel111nellt, now known as the Roseville Citizens League. <br /> <br />Commission members were reluctant to disband t.he commission, which required <br />7 out. of 9 vot.es. Ramsey County Chief Judge Gregg Johnson began consistently <br />appointiag anti- charter members t.o the chart.er commission. In October, 2005, he <br />appointed five conunission members who, along with previous anti-charter members, <br />provided the necessary 7 votes out of 9 necessary t.o disband the charter. <br /> <br />On Janury 17, 2007, the Roseviile Charter Commission was officially disbanded. <br /> <br />I'llQse voting to C!jJlbanst Jol]!LGoedek&,J2ennis Hr,rris.
