Bloom, P.E. <br />City Engineer <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Dear Debra: <br /> <br />I was revisiting some thoughts from last night's meeting and since I will not be in town <br />on the evening of the public hearing, January 29tl1, decided I would put my thoughts in <br />writing. Please feel free to share them with whomever you think would be appropriate. <br /> <br />First, I would like to offer some general comments. Instead of focusing on the amount of <br />money we have spent to patch the roads in our area I would like to focus on what can be <br />done to reduce the need for repairs in general. Having multiple garbage trucks and <br />recycle trucks going through on different days of the same week and even trucks from the <br />same company coming through more than once a week is unnecessary and dan1aging. It <br />would seem that some major efficiencies could readily be implemented if Arden Hills <br />and Roseville utilized cooperative strategies. The same thing applies to plows. Is it not <br />possible for Arden Hills to do the plowing one year and Roseville the next without both <br />towns sending heavy equipment into the area for the same storm? The roads would <br />undoubtedly last longer if they were not subjected to repeated heavy equipment use. I am <br />of the opinion that much of the money recently spent for patching could have been <br />avoided if our roads had not received this big equipment abuse. <br /> <br />Second, my preference is to have the "Arden Hills-Roseville triangle" which includes <br />Roseville area 10 done in its entirety and at the same time. However, the location of this <br />small parcel and the limited egress should not only allow us but also encourage us to find <br />a way to reduce the inconvenience and detrimental aesthetic impact. Additionally since <br />"bundling of road projects" seems to favor a reduction in cost per square foot I would like <br />to encourage considering bundling together with neighboring cities. The most obvious <br />for us at this point would be to consider bundling with Arden Hills. I think this should <br />be considered for this project whether it be done in 2007 or later. I am concemed that if <br />this project were delayed to 2008 that there would be no remaining Roseville areas with <br />which to "bundle". <br /> <br />Third, if doing the entire segment (both Arden Hills and Roseville) concurrently is not an <br />option then I would encourage completing from Roseville to Glenhill Drive at one time. <br />The egress pattems alone make this option especially enticing. And, if that is not an <br />option then my next choice would be to take the borderline propeliies that are "split <br />between municipalities" and, have them included at the time Arden Hills does the <br />reconstmction of their segments. That way no individual property owner will be <br />
