<br />1 Roseville City Council Rules of Procedure <br /> <br />2 Adopted 2/12/07 <br />3 <br />4 Rule 1 Roberts' Rules of Order The Council adopts the most recent edition of Roberts' Rules <br />5 of Order for all Council meetings. <br />6 <br />7 <br />8 Rule 2 Timin!! of Council Packet Formation and Delivery Every effort will be made to send <br />9 draft agendas and supporting documents to Councilmembers ten days in advance of an item <br />10 appearing on a Council agenda. This additional time will give Councilmembers adequate time to <br />11 study an issue and seek answers to questions. <br />12 <br />13 <br />14 Rule 3 Agenda Any Councilmember may add an item or items to a Council Agenda until <br />15 12:00 Noon on the Wednesday preceding a Monday City Council meeting. <br />16 <br />17 <br />18 Rule 4 City Council-Requested Items and Location on A!!endas Councilmembers are <br />19 encouraged to introduce new items for discussion including background information and <br />20 supporting materials at Work Sessions when possible. Once an item has been introduced, the <br />21 item will be placed on a Council meeting agenda for further consideration. <br />22 <br />23 Council-requested items will be discussed following public comment at a Council Meeting. <br />24 <br />25 <br />26 Rule 5 Electronic and/or Paper A!!enda Packets In an effort to reduce the amount of paper <br />27 generated, documents will be made available electronically, when feasible. <br />28 <br />29 <br />30 Rule 6 Public Comment The City Council will receive public comment at Council meetings <br />31 in accordance with the following guidelines: <br />32 <br />33 a. Public Comment at the beginning of a Council meeting and not pertaining to an <br />34 agenda item is for the purpose of allowing the public the opportunity to express <br />35 their viewpoints about policy issues facing their City government. Presentations <br />36 will be limited to 5 minutes per speaker. <br />37 b. Public Comment pertaining to agenda items is for the purpose of allowing any <br />38 member of the public an opportunity to provide input on that item. These public <br />39 comments will generally be received after the staff presentation on that agenda <br />40 item and before Council discussion and deliberation. These public comments are <br />41 also limited to 5 minutes per speaker. <br />42 c. Members of the public are always free, and encouraged, to reduce to writing their <br />43 comments about city business and to submit written comments to the Councilor <br />44 staff before, during, or after a Council meeting. <br />
