REQUEST FOR COUNCIL ACTION <br /> Date: 6/18/12 <br />Item No.: 7.d <br />Department Approval City Manager Approval <br />Item Description: Authorize Acceptance of Cost-Share Funds for Fairview Area Drainage <br />Improvements Project <br />B <br />ACKGROUND <br />1 <br />Over the years, residents of the Skillman Avenue cul-de-sac west of Fairview Avenue have <br />2 <br />experienced street flooding and other drainage concerns during intense rain events. An extreme <br />3 <br />rain event occurred on July 16, 2011, that caused flooding in the street, as well as private <br />4 <br />property damage. <br />5 <br />Since the storm, City staff has completed a study of the storm sewer system on Fairview Avenue, <br />6 <br />including the storm sewer on the cul-de-sac, to analyze the existing drainage and localized <br />7 <br />flooding issues. The study also identified potential improvements that would reduce the level of <br />8 <br />flooding. <br />9 <br />The proposed improvements include the construction of a rate control storm water pond at the <br />10 <br />southeast corner of the Fairview Community Center property, near the Skillman cul-de-sac <br />11 <br />(“Skillman Pond”). The pond will be constructed on non-play areas; no field use will be lost. <br />12 <br />This pond will hold water during rain events only; it will not be designed to hold a permanent <br />13 <br />pool of water. <br />14 <br />Staff applied for funding from the Rice Creek Watershed District (RCWD) through its 2012 <br />15 <br />Urban Stormwater Remediation Cost-Share Program. This funding is available to assist <br />16 <br />municipalities located within the RCWD to incorporate water quality improvement Best <br />17 <br />Management Practices (BMPs) into redevelopment, roadway and storm sewer improvement <br />18 <br />projects. Only projects that are not part of a permit requirement are eligible for this funding. <br />19 <br />The RCWD Board has reviewed the City’s application, and has approved this project for <br />20 <br />funding. Cost-share funds must be spent within two years after the funding has been approved, <br />21 <br />which in this case is by 2014. <br />22 <br />The Skillman Pond project is in the final design stage, and is scheduled for construction later this <br />23 <br />summer. Staff will solicit bids in July. Contracts will be brought to the City Council for <br />24 <br />approval at a future meeting. <br />25 <br />The City’s application included the construction of another rate control pond. Staff is currently <br />26 <br />evaluating potential locations that would receive the most benefit from this type of improvement. <br />27 <br />Additional projects will be brought to the City Council for approval as they are developed. <br />28 <br />PO <br />OLICYBJECTIVE <br />29 <br />This area is listed as a problem area in the City’s Comprehensive Surface Water Management <br />30 <br />Plan (CSWMP.)
