Benchmarks <br />Every year, the City calculates specific functional costs and specific revenues on a per capita <br />basis. This allows the City to compare with 25 other Twin City metro communities with <br />populations over 24,000. The source of the comparative data is from the 1999 annual report <br />compiled and distributed by the Office of the State Auditor of Minnesota. Despite the limitations <br />of such comparisons, such benchmarks continual to track generally costs for our citizens as <br />compared to other similar communities. For specific departmental operations, more precise benchmarks or <br />measures of performance appear and are discussed within the Department Summaries Section <br />of this document. <br />Other methods for evaluating effectiveness of city services include periodic community surveys <br />conducted by a professional survey firm. <br />On the following pages are charts that provide a comparative benchmark for each of the seven <br />functional areas of the City's operations. These areas are: Fire Services, Street Maintenance, <br />Police Services, General Government, Parks and Recreation, Community Development and All <br />Operations. <br />These seven areas comprise the majority of areas for which general governmental services are <br />provided to the community and for which property taxes comprise a substantial portion of <br />revenue support. <br />IV- 1 -A <br />
