Glossary <br />ADA <br />Americans with Disabilities Act <br />Administration <br />The department of the City of Roseville that is responsible for implementing City Council policies. The <br />administration department is headed by the City Manager who is appointed by the City Council. The City Manager <br />makes all personnel appointments, directs the work of the City Departments, ensures enforcement of laws, and <br />makes recommendations for Council consideration. <br />Agency Funds <br />A fund used to account for assets held by the City as an agent for other organizations. The City of Roseville agency <br />funds are: Northwest Youth and Family Services, Grass Lake Water Management Organization, Deferred <br />Compensation, Community Development Block Grant, Local Development, North Suburban Cable Commission, <br />and Roseville Lutheran Cemetery. <br />Book Value <br />The value of an asset as it is reported on financial statements. It is equal to the purchase price of the asset minus its <br />accumulated depreciation. <br />C/I Value <br />Commercial /Industrial Value <br />CAFR <br />Comprehensive Annual Financial Report. The Governmental Accounting Standards Board requires this report as a <br />matter of public record. <br />Capital Expenditures <br />Expenditures resulting in the acquisition of fixed assets. <br />Capital Project Fund <br />A fund used to account for the acquisition or construction of major capital facilities other than those financed by <br />proprietary funds. The City of Roseville capital project funds are: Permanent Improvement, Equipment, Recreation <br />Facilities, Minnesota State Aid, Infrastructure Replacement, Special Assessment Construction, Economic <br />Increments Construction, Construction Reserve, and Tax Increment Project. <br />Centre City Task Force <br />A task force formed by the City Council in late 1999, to study the current site on which City Hall, Public Works, <br />Fire Station No. 1 and the Skating Center are sited. The goal of the Task Force was to make recommendations with <br />respect to how the site could be better utilized for the betterment of the Community. <br />Citizen Police Academy <br />An annual program consisting of Roseville citizens that is designed to give them an idea of what being a police <br />officer is like. The academy lasts 10 weeks and culminates with a graduation and awards ceremony. <br />Community Development Department <br />The department of the City of Roseville that is responsible for code enforcement, fire prevention (Fire Marshal), <br />planning and zoning, housing, and economic development. <br />Community Service <br />A division of the Police Department made up of law enforcement student apprentices. The Community Service <br />Officers (CSO) oversee animal control, enforce parking ordinances, patrol city parks, perform crowd control at <br />events, and assist police officers as needed. They also assist other department by making daily bank deposits and <br />perform other general tasks. <br />VI -10 <br />
