Northwest Youth and Family Service Agency <br />An independent, non - profit corporation dedicated to providing social services to residents of the northern Ramsey <br />County, Minnesota. <br />NSCF <br />North Suburban Community Foundation. It is a non - profit foundation that was formed to provide funding for <br />northern Ramsey County charitable organizations. <br />Park Improvement Program (PIP) <br />A systematic plan established by the City Council in 1990 to renew and reconstruct current park facilities. <br />Parks and Recreation Department <br />The department of the City of Roseville that is responsible for providing leisure -time activities for the citizens of <br />Roseville. The department also operates and maintains the City's parks and oversees the following facilities: <br />• Roseville Activity Center <br />• Roseville Skating Center <br />• Cederholm Golf Course <br />• Harriet Alexander Nature Center <br />Parks and Recreation Fee Activities <br />Recreation programs whose direct costs are funded by fees paid by participants <br />Parks and Recreation Non -Fee Activities <br />Recreation programs whose direct costs are funded by a combination of fees, donations, and public funding <br />Pavement Management Program (PMP) <br />A systematic plan begun in Roseville in 1986 to reconstruct substandard residential streets. Streets are reconstructed <br />by neighborhood based on street condition. Twenty five percent of the reconstruction costs are financed through a <br />special assessment of the adjacent properties. The remaining seventy five percent is financed through public <br />improvement bonds. <br />Permanent Improvements <br />Improvements that are made to buildings or other such structures. <br />Police Department <br />The department of the City of Roseville that is responsible for protection of life and property. The department is <br />made up of sworn officers, support staff, community service officers, and a reserve unit comprised of volunteer <br />citizens. <br />Police Explorer Program <br />An extension of the scouting program that teaches teens about police work. Explorers meet on a regular basis to <br />participate in training and learn and practice police procedures. <br />Police Reserve Program <br />A volunteer group of all ages that assists police officers in many aspects of police work such as traffic control, <br />crowd control, patrolling, etc. Since they are not sworn officers, they cannot make arrests. <br />Proprietary Funds <br />Funds that are used to account for a government's activities that are similar to those found in the private sector. <br />Proprietary funds include enterprise and internal service funds. <br />Public Improvement Bonds (Debt) <br />General obligation bonds issued by the City of Roseville to finance the Pavement Management Program. <br />Public Works Department <br />The department of the City of Roseville that provides for the construction and maintenance of public facilities and <br />the provision of utility services, such as water, sewer, and recycling.
