EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was duly held on the 11th day of June, 2012, at 6:00 p.m. The following members were present: Pust, McGehee, Johnson, Willmus, Roe; and the following members were absent: None. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION No. 10988 RESOLUTION SUPPORTING THE ENVIRONMENTAL ASSISTANCE GRANT APPLICATION FOR VILLA PARK WETLAND RESTORATION PROJECT WHEREAS, the Capitol Region Watershed District (CRWD) adopted Lake McCarrons Management Plan in 2003 which documents the need for maintenance of the Villa Park Wetland System; and WHEREAS, the Villa Park Wetland System Management Plan (2009) documents the sediment accumulation within the Villa Park Wetland System; and WHEREAS, the Villa Park Wetland Restoration Project Preliminary Engineering Report (2012) developed by CRWD documents the following: • Sediment Removal Volume of—20,000 cubic yards • 72% of the sediment has Polycyclic Aromatic Hydrocarbon (PAH) levels in excess of management Level 3 • Hydraulic dredging and geotextile tube dewatering is the preferred removal and disposal method • The engineer's estimate for the project is $1,550,000; and WHEREAS, Capitol Region Watershed District, in partnership with the City of Roseville, is considering the completion of a maintenance project in the Villa Park Wetland System in 2013; and WHEREAS, Capitol Region Watershed District has adopted and certified a 2012 budget that commits $590,000 of project financing, of which $160,000 would be considered a local cash, non-state funding match under the terms of the Environmental Assistance Grant Program for the Villa Park Wetland Restoration Project; and
