EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was duly held on the 11th day of June, 2012, <br /> at 6:00 p.m. <br /> The following members were present: Pust, McGehee, Johnson, Willmus, Roe; and the <br /> following members were absent: None. <br /> Member Johnson introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 10988 <br /> RESOLUTION SUPPORTING THE ENVIRONMENTAL ASSISTANCE GRANT <br /> APPLICATION FOR VILLA PARK WETLAND RESTORATION PROJECT <br /> WHEREAS, the Capitol Region Watershed District (CRWD) adopted Lake McCarrons <br /> Management Plan in 2003 which documents the need for maintenance of the Villa Park <br /> Wetland System; and <br /> WHEREAS, the Villa Park Wetland System Management Plan (2009) documents the <br /> sediment accumulation within the Villa Park Wetland System; and <br /> WHEREAS, the Villa Park Wetland Restoration Project Preliminary Engineering Report <br /> (2012) developed by CRWD documents the following: <br /> • Sediment Removal Volume of—20,000 cubic yards <br /> • 72% of the sediment has Polycyclic Aromatic Hydrocarbon (PAH) levels in <br /> excess of management Level 3 <br /> • Hydraulic dredging and geotextile tube dewatering is the preferred removal and <br /> disposal method <br /> • The engineer's estimate for the project is $1,550,000; and <br /> WHEREAS, Capitol Region Watershed District, in partnership with the City of <br /> Roseville, is considering the completion of a maintenance project in the Villa Park <br /> Wetland System in 2013; and <br /> WHEREAS, Capitol Region Watershed District has adopted and certified a 2012 budget <br /> that commits $590,000 of project financing, of which $160,000 would be considered a <br /> local cash, non-state funding match under the terms of the Environmental Assistance <br /> Grant Program for the Villa Park Wetland Restoration Project; and <br />
