<br />The City's General Fund operations have remained fairly steady with normal inflationary increases
<br />overall. The City has continued to emphasize public safety and public works. Spending increases in
<br />these areas have been offset by a reduction in general administrative and internal support functions.
<br />The General Fund's funding sources remain fairly stable overall. One notable exception is with respect
<br />to state -aid. In response to their own budget challenges, the State rescinded the City's general purpose
<br />state -aid for 2004. The City will rely on approximately $500,000 of reserves to offset the loss.
<br />The City expects general fund spending to increase at or below the local inflation rate over the next
<br />several years.
