City of Roseville — 2008 Budget <br />For most of the last 10 years, the increase in the tax levy remained near the inflation rate. Beginning in <br />2005 the tax levy increase has exceeded the local inflation rate. This is largely the result of higher -than <br />inflation personnel costs and other service inputs such as fuel and energy - related costs. In addition, the <br />City has had to increase its levy to offset reductions in state -aid. <br />Another benchmark that is oftentimes used is a comparison of local property taxes among comparable <br />cities. Even with the property tax levy increase of 10.3 %, <br />Roseville would still remain the lowest taxed City for this comparison group. <br />If an expanded comparison were made to include all cities in the metro area that serve a population in <br />excess of 10,000, Roseville would rank 6th out of 60 cities. The tax burden on Roseville homeowners <br />has consistently remained below the average for this peer group. This is summarized in the chart below. <br />13 <br />
