City of Roseville — 2008 Budget <br />City of Roseville <br />Summary of the Budget Process <br />Budget Process Overview <br />The City of Roseville adheres to a comprehensive budgeting process that typically includes an initial <br />Council budgeting goal- setting session(s), an extensive review and analysis by Staff of the general needs <br />and available resources, and the eventual submittal of the City Manager's Recommended Budget to the <br />City Council. <br />The City's annual budgeting process is preceded and supplemented by a number of planning processes <br />that are used to provide general direction for the City and to designate tentative resource allocations. <br />These planning processes include the creation of a Comprehensive Plan, Master Park Plan, and the <br />Capital Improvement Plan. Given their size, the text of these documents has been excluded from this <br />Budget Document, however they can be found on the City's website at: www.ci.roseville.mn.us. These <br />planning processes forecast the eventual impact on the City budget by projecting the capital investments <br />and redevelopment cycles that are needed to maintain service levels and achieve overall objectives. <br />The submittal of the Recommended Budget is followed by a series of public presentations to the City <br />Council that is designed to give the Council and citizens an overview of the proposed Budget, and to <br />prepare the Council in making informed budget decisions. Budget amendments are made in conjunction <br />with the City's independent financial audit to ensure legal compliance.
