Regular City Council Meeting <br /> Monday,May 21,2012 <br /> Page 20 <br /> Councilmember Willmus expressed appreciation to Mr. Lloyd for his explana- <br /> tion to those questioned raised by Ms. Ihlan; and spoke in support of the motion. <br /> Councilmember Johnson spoke in support of the motion, opining that staff had <br /> provided sufficient evidence supporting this action. <br /> Mayor Roe spoke in support of the motion, opining that in his personal review <br /> of Councilmember McGehee's memorandum from earlier today and her itemi- <br /> zation of her analysis and findings for MN Rule 4410.3610 items B. C. D. G. <br /> and H, he was not in agreement with her analysis based on the AUAR and addi- <br /> tional information provided in tonight's meeting packet materials. Mayor Roe <br /> opined that it was appropriate to indicate exemption and declare the citizens' <br /> petition not valid. <br /> Roll Call <br /> Ayes: Willmus; Johnson; and Roe. <br /> Nays: Pust and McGehee. <br /> Motion carried. <br /> Willmus moved, Pust seconded, authorizing the City's Planning staff to notify <br /> the petitioners' representative and the Environmental Quality Board (EQB) of <br /> the exemption of the proposed Wal-Mart development from the citizens' peti- <br /> tion for preparation of an EAW. <br /> Roll Call <br /> Ayes: Pust; Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:15 p.m. and reconvened at approximately <br /> 8:23 p.m. <br /> b.
