Memorandum To: Roseville City Council From: Tammy McGehee Date: June 18, 2012 Re: Minutes of 5/21/12 The following items were discussed and I had attempted to add information into the minutes. At the suggestion of Councilmember Willmus, I will simply add the following to the public record. 1. The Twin Lakes AUAR includes a total of 275 acres with approximately 70 acres allocated for Subarea 1. With the zoning changes from Business Park(BP) and B-6 zoning to the new 2010 zoning code,there was a substantial increase in impervious surface represented in the change from 25%minimum permeable surface (75%impervious)to 15% minimum permeable (85% impervious). The represents a loss of 7 acres of green space and permeable surface in Subarea 1 and a loss of 27.5 acres over the entire AUAR area. 2. To correct the estimates on traffic,the proposed Walmart site of 14 acres represents 5%of the total AUAR area and 13.6%of the total traffic studied in the AUAR(based on Scenario A and the current Walmart traffic study estimates). In Subarea 1, the land is 20%of the total and the traffic takes 37.5%of that estimated and studied for all of Subarea 1. 3. Walmart does not carry basic insurance, usually about$10,000.00 per event for injuries to patrons. Rather they are self-insured requiring injuries to be brought to court at considerable time, effort,and expense to the injured party. 4. Regarding a remark about TCE,TCE is a very volatile and dangerous substance which can leach through concrete block, resulting in the creation of a "sick building." It can also be spilled into the aquifer underlying the Twin Lakes area through incautious construction. 5. As for the preliminary plat versus the final plat,the preliminary plat is where all the important requirements are clarified and codified with the final plat simply a more pro forma exercise in which the final plat is confirmed to include all the issues included in the preliminary plat. This makes the preliminary plat extremely important.
