52 <br />53 <br />54 <br />55 <br />56 <br />57 <br />58 <br />59 <br />60 <br />61 <br />62 <br />63 <br />64 <br />65 <br />66 <br />Public Comment Period <br />Ahmed Gedi, Metro State University Student <br />Mr. Gedi questioned why the GLWMO organization was dissolving. <br />Chair Miller advised that this would be addressed later in tonight's agenda. <br />No one else appeared to speak at this time. <br />Dissolution of the GLWMO <br />Draft Dissolution Resolution (Petersen) <br />Motion 12- 0311-03 <br />Member Barrett moved, and Member Huffman seconded approval of a resolution, entitled, "Resolution of <br />the Grass Lake Water Management Organization ( GLWMO) Board of Commissioners for the Dissolution <br />of the GLWMO," dated March 22, 2012 (Draft version 3 dated March 19, 2012). <br />Resolution of the Grass Lake Water Management Organization ( GLWMO) <br />Board of Commissioners for the Dissolution of the GLWMO - March 22,2012 <br />WHEREAS, Minnesota Statute 103B requires that all watershed areas within the seven county <br />metropolitan area be organized into watershed management organizations; and <br />WHEREAS, the water resources of the grass lake watershed area have been managed by the <br />Grass Lake Watershed Management Organization; and <br />WHEREAS, the GLWMO is managed /governed by a joint powers agreement between the cities <br />of Roseville and Shoreview that went into effect in 1983; and <br />WHEREAS, the State has increased the administrative and technical requirements for water <br />management organizations during the past decade and this has resulted in significantly <br />increasing administrative and overhead cost for the GLWMO; and <br />WHEREAS, the Minnesota Board of Water and Soil Resources is requiring language in a revised <br />joint powers agreement that is not acceptable to the cities of Roseville and Shoreview; and <br />WHEREAS, the DRAFT "Third Generation Watershed Management Plan ", as completed by the <br />GLWMO, contains new and required management activities to be implemented over the next ten <br />(10) years at substantial cost increase over past watershed plans; and <br />WHEREAS, the City Councils' of Roseville and Shoreview have determined that the most cost - <br />effective administrative and management option for the grass lake watershed area is to be <br />incorporated into an existing adjacent water management organization and have stated their <br />preference to be incorporated into the Ramsey - Washington Metro Watershed District; and <br />WHEREAS, the City Councils' of Roseville and Shoreview have petitioned for the dissolution of <br />the GLWMO pursuant to Section VI of the current Joint Powers Agreement; and <br />WHEREAS, Minnesota Statute 103B requires that in the absence of a an active water <br />management organization, either of the cities affected and /or the Ramsey County Board must <br />petition the Minnesota Board of Water and Soil Resources for the establishment of a Minnesota <br />Statute 103D Watershed District to replace the GLWMO. <br />2 <br />
