Resolution of the Grass Lake Water Management <br />Organization (GLWMO) <br />Board of Commissioners for the <br />Dissolution of the GLWMO <br />March 22, 2012 <br />Draft version 3 - (March 19, 2012) <br />Whereas, Minnesota Statute 103B requires that all watershed areas within the seven <br />county metropolitan area be organized into watershed management organizations; and <br />Whereas, The water resources of the grass lake watershed area have been managed by <br />the Grass Lake Watershed Management Organization; and <br />Whereas, The GLWMO is managed/governed by a joint powers agreement between the <br />cities of Roseville and Shoreview that went into effect in 1983; and <br />Whereas, The State has increased the administrative and technical requirements for <br />water management organizations during the past decade and this has resulted in <br />significantly increasing administrative and overhead cost for the GLWMO; and <br />Whereas, The Minnesota Board of Water and Soil Resources is requiring language in a <br />revised joint powers agreement that is not acceptable to the cities of Roseville and <br />Shoreview; and <br />Whereas. The Draft "3fd Generation Watershed Management plan ", as completed by the <br />GLWMO, contains new and required management activities to be implemented over the <br />next 10 years at substantial cost increase over past watershed plans; and <br />Whereas, The City Councils' of Roseville and Shoreview have determined that the most <br />cost - effective administrative and management option for the grass lake watershed area is <br />to be incorporated into an existing adjacent water management organization and have <br />stated their preference to be incorporated into the Ramsey - Washington Metro Watershed <br />District; and <br />Whereas, The City Councils' of Roseville and Shoreview have petitioned for the <br />dissolution of the GLWMO pursuant to Section VI of the current Joint Powers <br />Agreement; and <br />
