May 23, 2012 <br />TO: Editors of Local Newspapers <br />FROM: Grass Lake Watershed Board of Commissioners <br />SUBJECT: A letter to the citizens of the grass lake watershed <br />Version Two (5/25/12) <br />On June 21 ", 2012, the Grass Lake Watershed Management Organization ( GLWMO), an <br />agency originally created in 1983 by a joint- powers contract between the cities of <br />Roseville and Shoreview, will be dissolved. Ongoing management of the water resources <br />in the Grass Lake watershed, (the 9 square mile watershed includes Owasso, Wabasso, <br />Snail, and Bennett Lakes), will become the responsibility of the Ramsey- Washington <br />Metro Watershed District (RWMWD), which is a special purpose unit of government <br />with its own taxing authority. The Grass Lake watershed will be added to the RWMWD <br />by Order of the MN Board of Water and Soil Resources on or about July 1, 2012. The <br />RWMWD is currently 48 square miles and includes the Battle Creek drainage, and <br />Phalen Lake chain. Under high -water conditions, the GLWMO can discharge water to the <br />Phalen Chain of Lakes. <br />The cities of Roseville and Shoreview have determined that the increasing complexity <br />and costs of urban watershed management is better financed and managed by an existing <br />watershed district. <br />On behalf of past and current GLWMO Board members, we pass the torch to the <br />RWMWD; along with our confidence that they will continue to serve the citizens of the <br />watershed ... and continue to preserve and improve water quality for us all. <br />Sincerely, <br />GLWMO Board Members: <br />Jon Miller.
