<br />City of <br /> <br />~~~ <br /> <br />Executive Session of the City Council <br />Minutes <br />Roseville City Hall Council Chambers <br />Monday, December 11, 2006 <br /> <br />Present: Councilmembers Maschka; Kough; Pust; Ihlan; and Mayor <br />Klausing. Also present: City Attorneys Scott Anderson and Rod Krass; and <br />Acting Manager Chris Miller and Community Development Director John <br />Stark. <br /> <br />Executive Session of the City Council <br />The City Council met at 5 :30 p.m. in the Aspen Room at City Hall for the <br />purpose of discussing Twin Lakes Litigation. Prior to closing the meeting, <br />City Attorney Anderson advised that the Open Meeting Law requires the <br />City to state the grounds allowing closure and to describe the subject to be <br />discussed. City Attorney Anderson advised that under Minnesota Statute <br />Section 13D.05, subdivision 3(b), closure was authorized under the attorney <br />client privilege. City Attorney Anderson then stated that the topic to be <br />discussed was pending condemnation proceedings, and to receive advice, <br />analysis and counsel from Mr. Krass on the status of the proceedings and <br />strategy and tactics in the cases. <br /> <br />Upon motion and vote of the Council, the special meeting was closed and <br />the council convened in Executive session. <br />
