<br /> <br />Recommendations to restore ethics to HRA appointment process: <br /> <br />· Ms. Pust should honor the statement she made in January concerning council <br />interviews. <br /> <br />"Councilmember Pust suggested that, following receipt of applications <br />from interested citizens; if warranted, the interviews be eliminated if only <br />Mr. Maschka's and one previous application to the HRA was received." <br /> <br />-January 8, 2007 meeting minutes <br /> <br />· The council should reject Mr. Klausing's attempt to make the appointment this <br />evening for the HRA term that runs from September 2007 to September 2012. <br />The only term open is the term that runs from today to September 2007. <br /> <br />Note, that the council rejected Mr. Klausing's attempts to make April 2007 <br />citizen advisory commission appointments in November 2006. <br /> <br />· The council should hold a public policy discussion on the issue of council <br />liaisons. Until a council resolution is adopted, Ms. Pust should temporarily <br />step down from her voting position on the HRA. <br /> <br />Questions that need to be answered include why the commission with the <br />most activity with the city council, the Planning Commission, does not <br />have a liaison? <br /> <br />What is the history of council members serving as voting liaisons to <br />commissions? <br /> <br />Should council members serve as voting and fully participating members <br />to a commission, which in many cases gives them two votes in the <br />process, one vote at the HRA and a second vote at the city council? <br /> <br />· The council should immediately apply all aspects of the council citizen <br />advisory commission resolution with the exception of the one or two small <br />parts which conflict with the appointment/confirmation process setup in law for <br />the HRA, effective with the fall 2007 appointment terms. <br /> <br />This will require the council to abide by an open application process, a <br />consistent reappointment process, and a public interview process. <br /> <br /> <br /> <br />
