HRA Meeting <br />Minutes – Tuesday, May 15, 2012 <br />Page 6 <br />1 <br />point: identify resources, identify sites, identify options) with the idea to explore or find <br />2 <br />reinvestment or revitalization opportunities and plans for appropriate properties. <br />3 <br />4 <br />Ms. Raye concurred; noting the need to describe the steps rather than the impact. <br />5 <br />6 <br />Goal VI – Provide the Necessary Staff Support and Resources to Work with Partners to <br />7 <br />Ensure Goals and Objectives of the Strategic Plan are Accomplished in a Timely Manner <br />8 <br />(Meets SP IV) <br />9 <br />Ms. Raye advised that the elements of this goal were briefly discussed at the Strategic Plan <br />10 <br />Workshop; however, this goal developed by staff discussed it more thoroughly. Ms. Raye <br />11 <br />noted that this impacted explicitly nurturing the HRA’s partnership with the City Council, and <br />12 <br />supported the internal work of City departments by leveraging those internal opportunities and <br />13 <br />interests for the common goal. <br />14 <br />15 <br />Member Quam questioned if there was currently a staff skill set lacking in moving forward <br />16 <br />with this Strategic Plan. <br />17 <br />18 <br />Mr. Trudgeon advised that Objective A addressed additional staffing as needed; whether <br />19 <br />through learning, innovative ideas, technical aspects of a program, or educating and informing <br />20 <br />the HRA on procedures and practices, and in a much broader way, educating the community <br />21 <br />(e.g. green living). Mr. Trudgeon advised that this would also address resource allocation for <br />22 <br />speakers, open houses, and staffing to support those efforts, with that staffing well-informed of <br />23 <br />cutting-edge practices. <br />24 <br />25 <br />Ms. Raye concurred, noting that this addressed the overall Human Resources function of the <br />26 <br />HRA. <br />27 <br />28 <br />Member Majerus opined that he saw Goal VI as a support mechanism for the other five (5) <br />29 <br />Goals, part of the direction or operational point of the Action Plan. Member Majerus strongly <br />30 <br />supported the need for this and how it was going to be accomplished, with this representing the <br />31 <br />tools needed to do so. Member Majerus questioned if it was needed as a Goal, or should be <br />32 <br />part of the Action Plan; and suggested it be included as a Prelude to the Action Plan. <br />33 <br />34 <br />Member Quam concurred, noting it was the basic infrastructure for the updated Strategic Plan. <br />35 <br />36 <br />Mr. Trudgeon opined that it was a self-serving for staff, but that it needed to be clearly <br />37 <br />elevated and prominent enough that it was clearly addressed to ensure that the Strategic Plan <br />38 <br />was successful. <br />39 <br />40 <br />Chair Maschka concurred, noting that it needed to be clearly documented and highlighted. <br />41 <br />42 <br />Ms. Kelsey advised that the HRA would be meeting jointly with the City Council for the <br />43 <br />specific purpose of discussing this Strategic Plan; and opined that it was important to have this <br />44 <br />Goal clearly identified as part of the document. <br />45 <br />46 <br />Member Majerus suggested that the Strategic Plan, Action Plan, Vision and Mission <br />47 <br />Statements all be incorporated into one (1) document; and opined that Goal VI served as the <br />48 <br />“nuts and bolts” to set it all up between the Strategic Plan and Action Plan. Member Majerus <br />49 <br />opined that it was imperative that this infrastructure be kept in the forefront at all times, that if <br />50 <br />the Strategic Plan items were to be accomplished, this was what was needed to accomplish it. <br />51 <br />However, Member Majerus questioned the need to have this as a Goal of the Strategic Plan, <br />52 <br />and not part of the overall documentation. <br />53 <br />54 <br />Ms. Raye noted the importance to ensure that the proposed Strategic Plan was more externally <br />55 <br />focused that the past Plan. Ms. Raye suggested that the language be reframed to ensure that <br /> <br />
