City Manager Malinen noted that, in reviewing City Council policies, he was not finding them as well memorialized as he'd like them to be, and advised that as the City Council discussed their priorities and those items that the organization wanted to carry forward, staff would be presenting those items prior to and during the budget process; and anticipated that in future years, the City Council and staff could en- gage in identifying priorities and cycles in January of each year. 11. Councilmember-Initiated Items for Future Meetings Councilmember Ihlan Councilmember Ihlan advised her intent, at the April 16, 2007 Study Ses- sion, to bring forward preliminary City Council consideration of requesting appropriate advisory commissions to discuss parking restrictions throughout the City; noting the number of complaints she was receiving, some related to rental housing and some related to overnight parking. Councilmember Ihlan requested that, at a minimum, the City Council request that the Housing and Redevelopment Authority and the Public Works, Environment and Trans- portation Commission study this issue and make recommendations for ordi- nance amendment, along with studying what other communities are doing, rather than reacting to individual complaints; to look at banning overnight street parking city-wide, or place restrictions on that parking, rather than re- viewing on a case-by-case basis using "No Parking" signs and simply mov- ing the problem around. Mayor Klausing requested staff to provide references and studies performed to-date on these issues for City Council consideration prior to that discus- SIon. Councilmember Pust noted that most recent complaints had been referred to the City's Traffic Safety Committee; and requested that staff include that historical data as well.
