<br />Regular City Council Meeting <br />Minutes of Monday, April 09, 2007 <br />Page 11 <br /> <br />Council goal setting from the visioning document as identified by the <br />public; levy limits and structural budget considerations balanced with <br />citizen priorities and advocacy, and linking budget and goal discus- <br />SIons. <br /> <br />City Manager Malinen noted that, in reviewing City Council policies, <br />he was not finding them as well memorialized as he'd like them to be, <br />and advised that as the City Council discussed their priorities and <br />those items that the organization wanted to carry forward, staff would <br />be presenting those items prior to and during the budget process; and <br />anticipated that in future years, the City Council and staff could en- <br />gage in identifying priorities and cycles in January of each year. <br /> <br />11. Councilmember-Initiated Items for Future Meetings <br />Councilmember Ihlan <br />Councilmember Ihlan advised her intent, at the April 16, 2007 Study Ses- <br />sion, to bring forward preliminary City Council consideration of requesting <br />appropriate advisory commissions to discuss parking restrictions throughout <br />the City; noting the number of complaints she was receiving, some related to <br />rental housing and some related to overnight parking. Councilmember Ihlan <br />requested that, at a minimum, the City Council request that the Housing and <br />Redevelopment Authority and the Public Works, Environment and Trans- <br />portation Commission study this issue and make recommendations for ordi- <br />nance amendment, along with studying what other communities are doing, <br />rather than reacting to individual complaints; to look at banning overnight <br />street parking city-wide, or place restrictions on that parking, rather than re- <br />viewing on a case-by-case basis using "No Parking" signs and simply mov- <br />ing the problem around. <br /> <br />Mayor Klausing requested staff to provide references and studies performed <br />to-date on these issues for City Council consideration prior to that discus- <br />SIon. <br /> <br />Councilmember Pust noted that most recent complaints had been referred to <br />the City's Traffic Safety Committee; and requested that staff include that <br />historical data as well. <br />
