Regular City Council Meeting Minutes
Monday, April 23, 2007
Page 30

Mayor Klausing spoke in support of the motion, while recognizing
and understanding Councilmember Ihlan's concerns.

Roll Call
Ayes: Roe; Pust and Klausing.
Nays: Ihlan.
Motion carried.

11. Councilmember-Initiated Items for Future Meetings
Councilmember Ihlan requested, with Council consensus, to direct staff and
the applicable Advisory Commission, at the discretion of City Manager Ma-
linen, to research City Ordinance to determine whether a potential gap ex-
isted in City ordinance related to shooting bows and discharging arrows
within the City Limits, including restrictions addressed by other communi-
ties.

c. (lO.c) Financial Policies - Direction regarding Financial Policies
for Budget Preparation (continued)
Specific policies are referenced in the staff report dated April 23,
2007, entitled, "Preliminary Discussion on City Budget and Financial
Policies."

Operatinl! Budl!et Policv
Mr. Miller provided proposed language revisions and comments re-
lated to this policy, specific to the City paying for all current expendi-
tures with current revenues; and budgetary provision for adequate
maintenance of capital plan and equipment, and their orderly replace-
ment.

Mr. Miller noted that in the last 3-4 years, with budget challenges and
constraints, the City had deviated from this policy by using reserve
funds. Mr. Miller, from a staff perspective, supported the established
policy, and advocated for adherence to the policy, given implications
on other policies as well.

Discussion included estimated proportionate administrative and gen-
eral government costs incurred by the general operating fund at $1
million, with them captured in one centralized place and eventually al-
located among all funds.
