<br />City Council Study Session <br />Minutes of Monday, May 14, 2007 <br />Page 10 <br /> <br />ers initially purchased their lots, they wanted some assurances that <br />there wouldn't be a high-rise next to their home someday. <br /> <br />Mr. LeBarron clarified, for the public record, that he had been a prac- <br />ticing architect for the last 30 years, and had not done any developing. <br /> <br />Additional discussion included the CAG's review of lot splits over the <br />last 20-30 years for an overall picture; zoning protections; and the <br />continued interest of developers in Roseville as an inner-ring suburb. <br /> <br />Mayor Klausing again noted that the Council would be having addi- <br />tional policy discussions, but sought to limit tonight's agenda item to <br />the presentation and Council questions; and was not intending to en- <br />tertain public comment at this time. <br /> <br />Councilmember Roe expressed his appreciation to the CAG for their <br />extremely well-written and easy to follow report; and the further re- <br />finement of the report from its draft form presented at the Planning <br />Commission level. Councilmember Roe expressed further apprecia- <br />tion for the CAG as a group wrestling with and discussing issues simi- <br />lar to those being discussed tonight; and noted that he would be taking <br />that into account as he further considered where to go from here for <br />policy-making decisions. Councilmember Roe opined that this was <br />not the end of the discussion, but just the beginning. <br /> <br />Mayor Klausing sought comment from the CAG on the minority opin- <br />ion regarding flag lots. <br /> <br />Mr. Doherty responded that the two minority opinions were based on <br />two different reasons: I) to allow enough land to do something mean- <br />ingful; and 2) and another just didn't want them in the City based on <br />affordable housing priorities. <br />Mayor Klausing again offered, on behalf of the community and the <br />City Council, appreciation to the CAG for their report; and concurred <br />with Councilmembers Pust and Roe on the readability and under- <br />standability of the report, and their articulation of the nebulous feel- <br />ings about neighborhoods, creating good food for thought. <br />
