<br />City Council Study Session <br />Minutes of Monday, May 14, 2007 <br />Page 17 <br /> <br />not licensed, with many "free roaming," and suggested pet owners in- <br />stall chips in their animals to ensure that they won't be put down if <br />picked up and before their owners can be located. <br /> <br />Discussion included advantages of chip installation and associated <br />costs; monitoring and regulating licensed and/or unlicensed animals; <br />implications of a lifetime license related to enforcement; rabies shot <br />updates and enforcement; coordination with veterinarians; and lack of <br />awareness of pet owners. <br /> <br />Ed Obeda <br />Mr. Obeda agreed that cats shouldn't be licensed, but that they should <br />be leashed and under control, rather than free roaming. <br /> <br />Tam McGehee <br />Ms. McGehee opined that cats needed to be leashed; and supported <br />lifetime licensing. Ms. McGehee advised that, in her work with wild- <br />life, roaming cats were a major issue for migratory birds; and also <br />created unclean conditions with children's sandboxes or freshly turned <br />soils in yards. <br /> <br />Additional discussion included limits on dogs and/or cats in the cur- <br />rent ordinance. <br /> <br />During discussions, several inconsistencies were noted in the current <br />ordinance; and staff and the City Attorney were requested to clean up <br />the ordinance language inconsistencies; and to provide the City Coun- <br />cil with additional information on the overall impacts for lifetime li- <br />censing from a financial perspective; the purpose of licensing pets in <br />the first place; impacts on the regulatory scheme; follow-up mecha- <br />nisms; rationale for limited period or lifetime licenses; and any other <br />issues and rationale to consider. Councilmember Roe also requested <br />information on costs associated with enforcement for staff and/or the <br />Police Department; and/or benefits of enforcement. <br /> <br />g.
