<br />City Council Study Session <br />Minutes of Monday, May 14, 2007 <br />Page 3 <br /> <br />Commissioner Neprash advised that the state did not allow for this; <br />however, noted that voluntary compliance and notification had been <br />favorable and positive from commercial applicators. <br /> <br />Councilmember Ihlan was supportive of revised language; however, <br />questioned if the City's educational information would encourage <br />neighbors to adhere to notifying their neighbors, since State law didn't <br />allow more restrictive language or regulation by the City. <br /> <br />Commissioner Neprash advised that it was the intent to make outreach <br />to applicators; property owners; as well as for general public use; and <br />was also a responsibility on the part of the City and storm water N.S. 4 <br />Permit INPDES Phase II Stormwater Permit.l <br /> <br />Mayor Klausing questioned, and staff clarified, that the signage was <br />only for pesticides, and that fertilizer was not restricted. <br /> <br />City Attorney Scott Anderson advised that by the State maintaining <br />control of language throughout, it provided for a more uniform regula- <br />tory scheme for homeowners, rather than varying restrictions and <br />regulations from suburb to suburb or city to city. <br /> <br />b. Lot Splits - Receive a Report with Recommendations from the <br />Lot Split Study Group <br />Planning Commission Chair Mary Bakeman; Planning Commissioner <br />Jim Doherty; and Community Advisory Group (CAG) citizen-at-Iarge <br />Gary Grefenberg presented the Final Report on the Single-Family <br />Residential Lot Split Study, which was prepared by the Advisory <br />Group with assistance from City staff. <br /> <br />The Citizens Advisory Group (CAG) consisted of Planning Commis- <br />sion Chair Mary Bakeman; Planning Commissioners Dan Boerigter, <br />Jim Doherty, Barbara Martinson, and Joe Wozniak; Citizens-at-Large <br />Gary Gre fenb erg, Jeanne Kelsey, Vivian Ramalingam, and Darrel <br />LeBarron. Facilitator of the group was Aimee Gourlay, with Hamline <br />University's Mediation Center for Dispute Resolution. <br />
