AttachmentD <br />CPLUD <br />B. <br />OMPREHENSIVE LANANDSE ESIGNATIONS <br />The Community Development Department finds that the land use categories in the <br />Comprehensive Plan contain general vision statements of the sorts of things that are desired <br />within a specific land use designation including a range of uses, but do not have specific <br />guidance for individual parcels or developments. These thoughts, visions, and ideas are <br />further expounded upon in the Goals and Policies sections of the Comprehensive Plan and <br />are to be implemented over a long timeframe. <br />The Twin Lakes Redevelopment Area is guided Community Mixed Use in the <br />Comprehensive Plan and the uses for this land use designation include many different types, <br />including those within the broadly defined community business land use area, or others not <br />specifically defined here, but rather those regulated under the zoning ordinance. The <br />Comprehensive Plan is not expected to list every potential use; that is for the zoning code to <br />do. Instead, the Comprehensive Plan provides a general range of uses as a guide. It is as part <br />of the zoning code adoption that more specificity is created for the actual uses allowed. <br />The Wal-Mart project is located in the Twin Lakes Redevelopment Area and is guided as <br />Community Mixed Use (CMU) in the Comprehensive Plan. Below is the description of the <br />CMU district from the Comprehensive Plan. <br />Community Mixed Use (CMU) <br />Community Mixed Use areas are intended to contain a mix of complementary uses that <br />may include housing, office, civic, commercial, park, and open space uses. Community <br />Mixed Use areas organize uses into a cohesive district, neighborhood, or corridor, <br />connecting uses in common structures and with sidewalks and trails, and using density, <br />structured parking, shared parking, and other approaches to create green space and <br />public places within the areas. The mix of land uses may include Medium- and High- <br />Density Residential, Office, Community Business, Institutional, and Parks and Open <br />Space uses. Residential land uses should generally represent between 25% and 50% of <br />the overall mixed use area. The mix of uses may be in a common site, development area, <br />or building. Individual developments may consist of a mix of two or more complementary <br />uses that are compatible and connected to surrounding land-use patterns. To ensure that <br />the desired mix of uses and connections are achieved, a more detailed small-area plan, <br />master plan, and/or area-specific design principles is required to guide individual <br />developments within the overall mixed-use area. <br />The Community Development Department finds that the Wal-Mart project is allowed since <br />CMU description neither restricts nor limits specific uses or sizes and further finds that the <br />zoning code has incorporated a small-area plan and design principles to ensure the mix of <br />uses and connections through the Twin Lake Regulating Plan contained in Chapter 1005.07 <br />(E) of City Code in compliance with the Comprehensive Plan <br />The description of the CMU land use district mentions Community Business uses as part of <br />the mix of land use that could occur on the CMU guided properties.
