AttachmentD <br />Policy 4.2: Encourage and facilitate redevelopment of or distressed commercial, industrial, and <br />retail properties into viable developments by working with property owners and interested <br />developers. <br />The Community Development Department finds that the Walmart project contributes to the <br />redevelopment of distressed property. <br />Policy 4.3: Foster environmental remediation of polluted property through partnerships with <br />property owners and funding agencies. <br />The Community Development Department finds that the city will participate where applicable <br />and appropriate in the remediation of pollution on the Walmart site. However, at the very least <br />the City will review and approve certain remediation plans consistent with the city’s regulations, <br />policies and ordinances. <br />Policy 4.4: Use inspections and code enforcement to promote the maintenance of property, <br />identify ongoing issues, and prevent the spread of potential blighting factors. <br />The Community Development Department finds that this policy is not applicable to the <br />development of a property, but is rather to ensure on-going maintenance. <br />Policy 4.5: Continue to give attention to creating and maintaining aesthetic quality in all <br />neighborhoods and business districts. <br />The Community Development Department finds that the requirements of the CMU district and <br />its design standards, the regulating plan, and the property performance standards, the updated <br />zoning ordinance contributes to achieving this policy. <br />Goal 5: Make effective use of available financial resources to facilitate community economic <br />development and redevelopment objectives. <br />The Community Development Department finds that such financial support is discretionary and <br />existing policies regarding such financial support traditionally do not support retail projects. The <br />Community Development Department further finds that the proposed Walmart development <br />seeks no financial support and as such, allows any existing and/or future funds to be considered <br />for other economic development or redevelopment projects in Twin Lakes or elsewhere in <br />Roseville. <br />Policy 5.1: Establish a strong working knowledge of the type and purpose of available <br />municipal, regional, state, and federal development incentive programs. <br />The Community Development finds that this policy offers instruction for the City in support of <br />effective use of financial and other development tools; this policy does not apply to developers. <br />Policy 5.2: Review new and innovative economic development incentives for application in <br />Roseville. <br />The Community Development finds that this policy applies to City Staff and their continued <br />efforts to promote business in Roseville; Incentives are to be offered from the City to a <br />13 <br />Page23of27 <br /> <br />
