Step 5 –Receive Neighborhood Feedback <br />1 <br />2 <br />A neighborhood meeting will be held, or a summary letter will be sent, to present the <br />3 <br />conclusions of the traffic study and discuss appropriate next steps in the process. At this time a <br />4 <br />surveywill be sent out to determine neighborhood support for the recommended traffic <br />5 <br />management strategy and to receive input from affected citizens. <br />Step 6 -Traffic Management Strategy Recommendation and Approval <br />6 <br />7 <br />The recommended strategy will not be implemented without the support of 65% of the Benefited <br />8 <br />Areaand 51% of theAffected Neighborhood.In addition to neighborhood approval,the City <br />9 <br />Council must also approve the implementation of the traffic management strategy. <br />Step 7 -Implement Temporary Strategy and Monitor <br />10 <br />11 <br />If a strategy is approvedit may be possible to implement first a temporary strategy.If a <br />12 <br />temporary measure is used, it will be monitored fora minimum of3 months to determine its <br />13 <br />effectiveness. <br />Step 8 -Strategy Evaluation <br />14 <br />15 <br />Results from the monitoring of the temporary measure will be used to determine if the strategy <br />16 <br />willbe recommended for finalapproval from the City Council. If the temporary measure is not <br />17 <br />effectivethe Engineering Divisionwill revisit the analysis and development of strategies (Steps <br />18 <br />3 and4) or choose to not continue the process. <br />Step 9 -City Council Action <br />19 <br />20 <br />Based on thestrategyevaluation, City staff members will provide a recommendation to the City <br />21 <br />Council regarding the proposed traffic management strategy. <br />Step 10 -Design, Final Assessment Roll and Construction <br />22 <br />23 <br />If the project is approved, City staff prepares and recommends the final projectas required <br />24 <br />under authority granted by Minnesota Statute Chapter 429. <br />Step 11 -Monitoring <br />25 <br />26 <br />Once a traffic management strategy has been implemented the City will continue to conduct <br />27 <br />periodic monitoring of the site to collect data for future implementation of strategies and to <br />28 <br />document the effectiveness of the installed strategy. This program and the associated Toolbox <br />29 <br />maybe amended at any time by the City Council. <br />5.0 Procedure Details <br />30 <br />Step 1 -Study Request (Application) <br />31 <br />32 <br />Citizensmay identify candidate streets or areas for traffic improvements. The key to any <br />33 <br />successful traffic management strategyis choosing the most appropriate tool for the specific <br />34 <br />situation. The requesting neighborhood must identify the specific street or intersection involved, <br />35 <br />direction of traffic, day of week, time of day and other important data. Some request maybe <br />36 <br />handled by phone or verbally from citizensto City Staff, which could result in increasedpolice <br />37 <br />enforcement or placement of the City's speed display equipment. Any requests for permanent <br />38 <br />traffic management strategies require a written application with 51% of the Project <br />39 <br />Neighborhoodsigning the application.
