REQUEST FOR COUNCIL ACTION <br /> Date: 7/9/12 <br />Item No.: 7.e <br />Department Approval City Manager Approval <br />Item Description: Approve Construction Agreement between the University of Minnesota <br />and the City of Roseville for the Fairview Pathway Project (aka Northeast <br />Suburban Campus Connector Bike/ Pedestrian Project) <br />B <br />ACKGROUND <br />1 <br />Since 2009, the cities of Falcon Heights and Roseville, along with the University of Minnesota, <br />2 <br />have been developing plans for a pedestrian and bicycle trail along Fairview Avenue. This <br />3 <br />project, the Northeast Suburban Campus Connector (NESCC), was awarded grant funds in the <br />4 <br />amount of $1,079,000. Phase 1 of the project was awarded to TA Schifsky and Sons at the <br />5 <br />August 22nd council meeting. The majority of the improvements included in Phase 1 of this <br />6 <br />project were completed last year. The work at the University of Minnesota did not proceed <br />7 <br />because they did not want Gortner Avenue under construction during the school year. <br />8 <br />Construction is scheduled to start in July. The work covered by this agreement is as follows: <br />9 <br />Reclamation of the entire width of Gortner Avenue from Larpenteur Ave to Folwell Ave. <br />10 <br />Construction of a concrete sidewalk from Larpenteur Avenue to Folwell Avenue. <br />11 <br />Striping of bike lanes from Larpenteur Avenue to the intercampus transitway. <br />12 <br />Final plans have been approved by MnDOT for the second phase of this project. Staff will be <br />13 <br />soliciting bids in July, with construction to be completed in late summer/ early fall. Phase 2 of <br />14 <br />the project includes: <br />15 <br />Construction of a sidewalk along the north side of Larpenteur Avenue between Cleveland <br />16 <br />Ave and Coffman Ave in Falcon Heights. <br />17 <br />Construction of segments of sidewalk along the east side of Fairview Ave between <br />18 <br />County Road B and the Fairview entrance into Rosedale. <br />19 <br />Reconstruction of the sidewalk along the west side of Fairview Ave between Gluek Lane <br />20 <br />and the Fairview entrance into Rosedale. <br />21 <br />Upgrading all signal systems to meet ADA standards, including audible pedestrian <br />22 <br />countdown timers and truncated dome pedestrian ramps. <br />23 <br />PO <br />OLICYBJECTIVE <br />24 <br />A construction agreement with the University of Minnesota is attached, which spells out the role <br />25 <br />of each agency for the construction of Phase 1 of this project. While the construction costs for <br />26 <br />this project are fully grant funded, there are portions of the project that are being funded by the <br />27 <br />University of Minnesota and the agreement will ensure that we have a formal understanding with <br />28 <br />the University regarding cost. It also defines ownership of the improvements once constructed. <br />29 <br />FD <br />INANCIALISCUSSION <br />30 <br />The contract amount for this project is $711,758.00.
