Business Items—Presentations/Discussions <br /> a. Discuss Neighborhood Traffic Management Program <br /> Mayor Roe called for a brief recess of approximately one (1)minute at 8:06 p.m. as people <br /> were leaving the Chambers. <br /> City Engineer Debra Bloom reviewed revisions to the latest draft of the Neigh- <br /> borhood Traffic Management Program (TMP) dated June 29, 2012 (Attachment <br /> A); and highlighted those items revised following previous presentation to the <br /> City Council. At the request of Mayor Roe, Ms. Bloom briefly highlighted <br /> those revisions as outlined in detail in the Request for Council Action dated July <br /> 9, 2012. <br /> Discussion included defining benefitted area versus affected area; comparisons <br /> with other communities for implementation of and funding for such a program; <br /> clarifying intent, goals and purpose of the TMP; process for receiving feedback <br /> from neighborhoods and defining a petition of support; steps toward implemen- <br /> tation and implementation strategies; and consistencies in potential assessment <br /> of costs and the appeal process. <br /> Ms. Bloom used the Wheeler Avenue closure, and the Dale Street area as spe- <br /> cific and unique examples under such a TMP. <br /> At the request of Councilmember Pust, Ms. Bloom addressed application of the <br /> TMP specific to pathway installation and mitigation strategies.
