352 <br />adopted a set of standards, identified what would work in specific drainage <br />353 <br />subareas, and mandated that those items be incorporated into redevelopment <br />354 <br />projects being pursued in those project areas. <br />355 <br />356 <br />At the request of Member DeBenedet, Ms. Bloom clarified that the CSWMP was <br />357 <br />considered a part of the City's Comprehensive Plan and it had the full force of <br />358 <br />law and is used to review any and all redevelopment plans submitted. Ms. Bloom <br />359 <br />noted that this Plan provided an overarching provision, and standards were in <br />360 <br />place to implement the law. (Reference Policy No. 3) <br />361 <br />Chair Vanderwall questioned if the City had sufficient regulations regarding yard <br />362 <br />treatments (e.g. fertilizer, grass clippings) and other ordinances currently in place <br />363 <br />to protect surface water; with Ms. Bloom advising that staff and the consultant <br />364 <br />would take note of that concern and review policies to determine that sufficient <br />365 <br />regulations were in place. <br />366 <br />367 <br />Mr. Leaf expressed appreciation for Chair Vanderwall's question, and suggested <br />368 <br />that it would be relatively easy to "cut and paste" language from City ordinance, <br />369 <br />or references to them, addressing lawn clippings d other items. Mr. Leaf <br />370 <br />suggested that the narrative portions coul efe them at a minimum. <br />371 <br />AW <br />372 <br />Ms. Bloom noted that the City's existing illicit discharge and nuisance ordinances <br />373 <br />addressed those items, but referencing it in this Plan would reinforce these items. <br />374 <br />375 <br />Mr. Leaf noted that referencing those things would set the tone of where the City <br />376 <br />is now, and where the City was headed during the ten (10) year duration of the <br />377 <br />Plan and its Comprehensive Plan as well. Mr. Leaf clarified that the policies were <br />378 <br />intended to recognize those things that may change over the next decade and <br />379 <br />serve as a benchmark with some built in flexibility to adjust as things change. <br />380 <br />381 <br />At the request of Member DeBenedet regarding the 10,000 square feet reference, <br />382 <br />Ms. Bloom advised that this was a direct quote from the City's current erosion <br />383 <br />control ordinance. <br />384 <br />385 <br />Goal 3 — Groundwater Protection (Table 9) <br />386 <br />At the request of Chair Vanderwall, Mr. Leaf clarified that the intergovernmental <br />387 <br />collaboration reference in the goal statement was mostly referring to Ramsey <br />388 <br />County. <br />389 <br />390 <br />Member DeBenedet, with concurrence by Chair Vanderwall, noted his <br />391 <br />previously- stated concerns that a requirement for groundwater monitoring for <br />392 <br />larger underground infiltration systems be provided, particularly for commercial <br />393 <br />properties and /or parking lots; with the overall goal for groundwater protection. <br />394 <br />395 <br />Chair Vanderwall questioned if this was something that was primarily a City <br />396 <br />responsibility or was accomplished through collaboration. <br />397 <br />Page 9 of 18 <br />
