EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was held on the 21st day of November 2011 at 6:00 <br /> p.m. <br /> The following Members were present: Willmus; Pust; Johnson; McGehee; and Roe; <br /> and none were absent. <br /> Council Member Johnson introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 10947 <br /> A RESOLUTION APPROVING MINNESOTA STATE FAIR PARK AND RIDE <br /> FACILITIES AS INTERIM USES AT SEVERAL INSTITUTIONAL LOCATIONS <br /> (PF07-017) <br /> WHEREAS, Minnesota State Fair is a co-applicant for approval of the proposed interim <br /> uses with the church and school district leadership of the following nine locations: Calvary <br /> Baptist Church, 2120 Lexington Avenue; Grace Church, 1310 County Road B2; Roseville Area <br /> High School, 1240 County Road B2; Centennial United Methodist Church, 1524 County Road <br /> C2;North Como Presbyterian Church, 965 Larpenteur Avenue; St. Michael's Lutheran Church, <br /> 1660 County Road B; Church of Corpus Christi, 2131 Fairview Avenue; Roseville Covenant <br /> Church, 2865 Hamline Avenue; and St. Rose of Lima Catholic Church, 2048 Hamline Avenue; <br /> and <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br /> proposed CONDITIONAL USE on November 2, 2011, voting 6-0 to recommend approval of the use <br /> based on the comments and findings of the staff report prepared for said public hearing; and <br /> WHEREAS, the Roseville City Council has determined that approval of the proposed <br /> INTERIM USE will not result in adverse impacts to the surrounding properties based on the <br /> following findings: <br /> a. The proposed INTERIM USE will not impose additional costs on the public if it is <br /> necessary for the public to take the property in the future,because the park and ride <br /> facilities represent a temporary intensification of the use of existing parking lots and thus <br /> would not have any negative effects to the properties involved that would not occur from <br /> the normal use of the parking lots over the long term; <br /> b. That the majority of public comments on the additional traffic and the <br /> inconvenience of people parking on the street or in front of mailboxes also include a <br /> recognition that the short-term inconvenience is tolerable because of the great value of the <br /> park and ride facilities, is evidence that the INTERIM USE does not constitute an excessive <br /> burden on streets,parks, or other facilities; and <br /> Page 1 of 14 <br />
