Walmart (Store #3404-05) <br />Traffic Impact Analysis <br />Roseville, Minnesota <br />Level of Service Analyses <br />Intersection level of service (LOS) analyses were performed for each of the intersections <br />within the study area using the signalized analysis methodology found in theHighway <br />Capacity Manual (HCM)and Trafficware’s Synchro/SimTraffic version 7. Each <br />intersection was analyzed for p.m. peak hours for the following scenarios: <br />2011 existing traffic conditions <br />2013 no build (without project trips) conditions <br />2013 build (with project trips added) conditions <br />2030 no build (without project trips) conditions <br />2030 build (with project trips added) conditions <br />One of the primary measures of effectiveness used to evaluate intersection traffic <br />operations, as defined in the HCM, is level of service (LOS)—a qualitative letter grade <br />(A through F) based on seconds of vehicle delay due to the traffic control device at an <br />intersection. By definition, LOS A conditions represent high-quality operations (i.e., <br />motorists experience very little delay or interference) and LOS F conditions represent <br />very poor operations (i.e., extreme delay or severe congestion).
