The costs associated with the bond premium were directly related to <br />190 <br />the litigation and agreement between the City and the bond purchaser to allow the City to retain <br />191 <br />the bonds trough the pending litigation. These costs were not anticipated as part of the project <br />192 <br />budget, and if not for the litigation we would not have accrued. Therefore were not included in <br />193 <br />the building budgeting process. The Fire Department portion of the bond costs are $131,500. <br />194 <br />195 <br />The City accrued legal fee cost associated with the bonding litigation. The estimated costs are <br />196 <br />$130,000. Half of these costs $63,735 have been associated with the fire station project and again <br />197 <br />were unexpected and not included in the building budgeting process. <br />198 <br />The total unexpected costs associated with the bonds and litigation is $195,236. <br />199 <br />200 <br />Section #3 <br />201 <br />The fire station project was scheduled to begin in April, 2012. Due to the bonding litigation the <br />202 <br />project suffered significant delays which resulted in costs associated with the delays. The costs <br />203 <br />are related to additional bid process, one higher bid (earthwork/Utilities) due to bids which <br />204 <br />expired due to the delays, additional professional services costs for the Architectural team, <br />205 <br />Construction Management team, additional building heating enclosure costs, and material supply <br />206 <br />costs. <br />207 <br />Architectural team costs: $34,687.00 <br />208 <br />Construction Management team costs: $121,705 <br />209 <br />Heating, enclosure, and supply costs: $230,280 <br />210 <br />Re-bid of earthwork: $38,400 <br />211 <br />Total cost associated with construction delay $425,072 <br />212 <br />213 <br />Section #4 <br />214 <br />The Fire Department had planned and hoped for the most sustainable building possible utilizing <br />215 <br />the most currently available methods of green technology. The project had planned to utilize the <br />216 <br />unused heat from the skating center as part of its geothermal heating system within the new fire <br />217 <br />station, and had used a cost estimate of $50,000 for the connection and utilization of the waste <br />218 <br />heat from the skating center. Unfortunately, this cost estimate used was low and the actual <br />219 <br />geothermal cost is $393,600. This cost also includes piping and stubs for future geothermal <br />220 <br />connections for the Public Works Garage, and City Hall. <br />221 <br />One option available is to reduce the size of the piping from the skating center to the fire station <br />222 <br />and eliminate the stubs for future connections to the public works garage and city all which result <br />223 <br />in a savings of $94,000. <br />224 <br />Page 5 of 6 <br /> <br />
