SECTION � _ ��U �� BEST VALUED CONTRACTOR`" ,°=_==_=° " "~="° ~=" 4.1 ANALYSIS OF PROPOSALS w All responsive Respondents will be evaluated based on the criteria outlined in Sections 1.3 and 3. The City may use a decision making tool to assist them in analyzing and prioritizing the Respondents based on the submitted information. All responsive proposals will be evaluated based on the criteria and weights outlined in Section 2.3. This model will assign the most points tothe Respondent with the beet score in each oriterion, and fewer points to the other Respondents (based on their relative distance from the beet). The same procedure is repeated for all the oriteria/data. and then the Overall Score is calculated for each Firm. 4.2 IDENTIFICATION OF POTENTIAL BEST VALUE w After prioritizing all of the Respondents, the City will identify the potential beet valued consultant in the following manner: 1) If the highest ranked consultant'e Total Cost is within budget and their cost is not more than 10% higher than the next highest ranked consultant's Total Coet, then they will be invited to the Clarification Phase.
