Cobalt is a not-for-profit organization with a mission to provide maximum information to <br />35 <br />units of government at an extremely low price. <br />36 <br />Cobalt uses a 10-point numerical scale to create quantitative results rather than subjective <br />37 <br />qualitative results. <br />38 <br />Cobalt is able to do cross comparisons within the state, regionally and nationally. <br />39 <br />Cobalt data can be displayed with multiple layers at once in the bubble format or sorted <br />40 <br />into ranked lists (see Attachment B). <br />41 <br />Cobalt has an online portal which allows easy cross-tabluation of data (see Attachment <br />42 <br />B) which provides greater understanding of survey results. <br />43 <br />The Cobalt survey used in 2011, if used again, would meet the requirements of the <br />44 <br />State’s Performance Management Program. <br />45 <br />46 <br />Next Steps <br />47 <br />Staff would begin this project by working with Cobalt Community Research to develop the <br />48 <br />questions to be asked. Work would start with the 2011 survey questions (see Attachment C). It was originally anticipated <br />60 <br />that the survey would be prepared in 2012 and executed in 2013.
