If those percentages were to swing one <br /> way or the other in the 10%or greater range, Mr. Miller advised that staff would <br /> then look more seriously at them. Mr. Miller opined that there was nothing in <br /> this report that would indicate any significant optimism or concern at this time <br /> in the operational cycle. <br /> At the request of Councilmember McGehee, Mr. Miller noted that expenditures <br /> above projections at this time were of no statistical significance at this time, not- <br /> ing that the operational cycle and projections related to it was not perfect from <br /> one year to the next, with timing coming into play. Mr. Miller confirmed that <br /> the City was in good shape at this time. <br /> At the request of Councilmember McGehee, Mr. Miller noted that the Water <br /> and Recreation Funds had been corrected through increased utility rates and in- <br /> ter-fund loans, and remained in good shape. <br /> For the benefit of the public and City Councilmembers, Mayor Roe noted that <br /> potential uncertainties detailed by staff in the report regarding the Communica- <br /> tions Fund were related to future cable franchise fees paid to the City, with ne- <br /> gotiations underway at this time for that franchise. Mayor Roe noted that the <br /> rates were based on a larger issue at the state and federal levels regarding any <br /> major rate change;however, since it was an election year, Mayor Roe advised <br /> that he didn't see that coming to fruition at this time. <br /> McGehee moved, Willmus seconded, receipt of the Second Quarter Financial <br /> Report. <br /> Roll Call <br /> Ayes: Pust; McGehee; Willmus; Johnson; and Roe. <br /> Nays: None. <br /> e. Ratify reappointment of Housing & Redevelopment Authority Board <br /> Members <br /> At the request of Mayor Roe, City Manager Malinen reviewed this reappoint- <br /> ment, as detailed in the RCA dated July 16, 2012. <br /> Councilmember McGehee, noting that she was not serving on the City Council <br /> when this HRA appointment/reappointment process was put in place, ques- <br /> tioned how comparable it was with that of other cities. Councilmember McGe- <br /> hee noted that in many cities, the City Council served as the HRA, and ques- <br /> tioned how this process had developed and its relationship to State Statute for <br /> HRA's. Councilmember McGehee expressed concern with a process where one <br /> elected official appointed HRA members. <br />
