Regular City Council Meeting AND <br /> Board of Adjustments and Appeals <br /> Monday,July 23, 2012 <br /> Page 50 <br /> opposition to the motion, not because of Wal-Mart, but based on her continuing <br /> disagreement that this was not a permitted use in a Community Mixed Use zon- <br /> ing district,but only in a Regional District; and her assertion that there remained <br /> a conflict between the Comprehensive Plan and Zoning Code. Councilmember <br /> Pust thanked residents and developers for their input and informative discus- <br /> sion. <br /> Councilmember McGehee opined that this had never been about Wal-Mart; not- <br /> ing that she ran for office on a platform of diversification of the City's tax base, <br /> and this did not achieve that goal, as well as not enhancing safe neighborhoods <br /> and lower traffic in those neighborhoods. Councilmember McGehee stated that <br /> she felt strongly about the Comprehensive Plan, and opined that this use did not <br /> fit here. Councilmember McGehee spoke in opposition, as she had historically <br /> continued to do with this proposal. Councilmember McGehee opined that she <br /> believed she was speaking in opposition but in support of the majority or Rose- <br /> ville residents opposing additional retail. <br /> Councilmember McGehee further stated that she would be leaving the meeting <br /> immediately following this vote, and had no intention of remaining for another <br /> two (2)hours. <br /> Mayor Roe, responding to the question, "What's in it for Roseville?" opined <br /> that the community has looked at this area for some time, at least throughout the <br /> last 10-15 years, with some development coming forward as a commercial use <br /> at County Road C and Cleveland Avenue. Mayor Roe opined that retail is part <br /> of commercial use, and since the rulings have already been made that it was a <br /> permitted use under the Comprehensive Plan and Zoning Code, the community <br /> finally had an opportunity to see a conclusion in achieving a goal of the City. <br /> Mayor Roe acknowledged that there was no question that these issues were dif- <br /> ficult to go through,but noted that it had not been a fast decision either, with the <br /> original Public Hearing held at the Planning Commission meeting on February <br /> 1, 2012. Mayor Roe opined that this should speak to how the system and pro- <br /> cess was set up to involve the community and receive input on these decisions. <br /> Mayor Roe acknowledged that there remained improvements needed in the pro- <br /> cess, but noted that those would be for another day; and spoke in support of the <br /> motion. <br /> Roll Call <br /> Ayes: Johnson; Willmus; and Roe. <br /> Nays: McGehee; and Pust. <br /> Motion carried. <br /> Councilmember McGehee left at this time, approximately 11:00 pm. <br />
