REQUEST FOR COUNCIL ACTION <br /> Date: August 27, 2012 <br /> Item No.: 7.e <br />Department Approval City Manager Approval <br />Approve Court Data Service Subscriber Amendment: Inclusion of <br />Item Description: <br />Integrated Search Services to Minnesota Criminal Justice Data <br />Communications Network Subscriber Agreement <br />B <br />ACKGROUND <br />1 <br />In January 2011, the Roseville Police Department (RPD) entered into a longstanding agreement <br />2 <br />with the Minnesota Department of Public Safety, specifically the Bureau of Criminal <br />3 <br />Apprehension (BCA) allowing RPD full access to the Minnesota Criminal Justice Data <br />4 <br />Communications Network (CJDN), the proprietary link for available criminal justice data. Law <br />5 <br />enforcement agencies in Minnesota query CJDN for information as pertains to national and state <br />6 <br />criminal justice data. In other words, it is our link to all available criminal justice data <br />7 <br />nationwide. <br />8 <br />9 <br />The signed 2011 Master Joint Powers CJDN Subscriber Agreement did not cover a new service <br />10 <br />available to law enforcement known as Integrated Search Services (ISS). ISS is a website <br />11 <br />allowing criminal justice professionals to query many databases from one place, determining <br />12 <br />what records are available about an individual. (See Attachment C) <br />13 <br />14 <br />ISS is not covered in the current agreement because the service includes interactions with Courts. <br />15 <br />Thus, the BCA has entered into a separate agreement with Courts known as the Court Data <br />16 <br />Services Subscriber Amendment. The amendment delegates to the BCA the authority to enter <br />17 <br />into an agreement with RPD to cover Court data. <br />18 <br />19 <br />PO <br />OLICYBJECTIVE <br />20 <br />The Roseville Police Department meets all requirements as set forth by the Minnesota <br />21 <br />Department of Public Safety and seeks to enter into an agreement with the BCA per the attached <br />22 <br />Court Data Services Subscriber Amendment to the Master Joint Powers CJDN Subscriber <br />23 <br />Agreement. <br />24 <br />25 <br />The proposed Court Data Services Amendment has been reviewed and authorized by Roseville’s <br />26 <br />City Attorney’s Office. <br />27 <br />28 <br />BI <br />UDGET MPLICATIONS <br />29 <br />There will be no budget implications as RPD is currently subscribed to CJDN at a cost of $840 <br />30 <br />Page 1 of 2 <br /> <br />
